On July 10, 2019, TN and NRC participated on a phone call to discuss a follow up question related to the approach proposed by the applicant of moving the fuel qualification tables from the technical specifications (TSs) to the final safety analysis report (FSAR) for the Model No. NU HOMS (Docket No. 72-1004).
The applicant provided a draft of a technical specification (ADAMS Accession Nos. ML19186A300 and ML19186A299) as part of the response to staffs request for additional information (RAI) No. Sh-1 submitted by email dated June 11, 2019 (ADAMS Accession No. ML19176A014) and as a follow up of the telephone call on June 27, 2019 (ADAMS Accession No. ML19186A334). The staff noted that the proposed approach is reasonable and asked a few clarification questions to the applicant related to replacing the current fuel qualification tables from the TSs. The applicant pointed out the following:
- 1. there may be one or two bounding cases per canister, depending on the design,
- 2. some fuel qualification tables may be moved to the FSAR, and
- 3. the approach used to address "outliers" is the same as the approved amendment 15 for Coe No. 1004, The staff asked the applicant to add in the RAI response how it is going to approach the "outliers" and to provide clarification on a statement on page 2, paragraph 2, of the draft TSs. The applicant agreed to provide the information requested by the staff.
The staff asked the applicant if it could provide the revised TSs prior to the proposed date to submit a consolidated application (i.e., August 29) to allow the staff to start reviewing the application. The applicant agreed to submit a draft consolidated application for staffs review.
