Omaha Public Power District (OPPD) Attendees: Bernie Van Sant, Joe McManis, Tom Matthews, Steve Andersen, and Rich Jaworski NRC Attendees: William Ruland, Wayne Hodges, Ed Hackett, Larry Campbell, Jorge Solis, Scott Atwater (RIV) and Joe Sebrosky Transnuclear Inc., (TN) Attendees: Tara Neider, Jim Axline, Robert Grubb, and Jayant Bondre The purpose of the call was to provide feedback to OPPD and TN regarding NRC's review of TN's supplemental calculations to resolve an issue related to the thermal methodology for the transfer cask inside the transfer trailer temporary shielding and 2) to discuss options for resolving the issue. The call was a followup to discussions that the NRC staff had with OPPD in a public meeting on 5/24/06. (The 5/24/06 meeting summary is publicly available in ADAMS under ML061560554).

During the public meeting on 5/24/06 OPPD indicated that TN had performed additional calculations to resolve this issue and to defend TN's position that there is not a change in method of evaluation related to the thermal methodology for the transfer cask inside the transfer trailer. As part of its ongoing inspection effort, NRC reviewed these calculations and informed Fort Calhoun and TN that they do not resolve the issue. The NRC staff indicated that there still appears to be a change in method of evaluation related to thermal methodology for the transfer cask inside the transfer trailer. The NRC staff stated that it believed Fort Calhoun had two options for resolving the issue which were:

1) The Fort Calhoun draft exemption that was discussed in the 5/24/06 public meeting would remain silent regarding a change in method of evaluation. Fort Calhoun would continue to try to resolve the issue through the inspection process
2) Fort Calhoun could include in its exemption request a change in a method of evaluation related to 72.48(c)(2)(viii). The exemption request could include simplified calclulations to resolve the issue.

OPPD indicated it would consider the options and let the NRC know which option it would choose.

In a subsequent phone call on 5/26/06 Tom Matthews of OPPD informed Joe Sebrosky of the NRC that OPPD intended to follow Option 2 discussed above.
