On May 22 , 2019, ORANO and NRC participated on a phone call to discuss a follow up question related to the approach proposed by the applicant of moving the fuel qualification tables from the technical specifications (TSs) to the final safety analysis report (FSAR) for the Model No. NUHOMS (Docket No.

72-1004) .

The staff provided a draft document for discussion (ADAMS Accession No. ML19150A565). In order to address the staffs question, the applicant is proposing to remove the fuel qualification tables from the TSs to the FSAR and replace the current fuel qualification tables with tables containing bounding conditions of parameters such as cooling time, enrichment, and burn up. This is the same approach that the applicant is proposing for certificate on compliance 1042 for the Model No. EOS, Amendment 1. The staff asked clarification questions about the proposed approach related to the following topics:

1) How the applicant is going to demonstrate or show the relationship between the decay heat and the source term?
2) Is the applicant going to provide operating instructions in the TSs in case the user parameters are within or outside the proposed bounding parameters?
3) Is the applicant going to include instructions either in the TSs or the SAR on how to use these tables?

During the phone call, the applicant provided an example of the table that it is proposing (ADAMS Accession No. ML19149A569). The staff will discuss the next steps related to this project and will inform the applicant.
