Dear Mr. Heacock:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Kewaunee Power Station.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Daniel E. Laing, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021 , "Operator Licensing Examination Standards for Power Reactors," during the week of February 14, 2011.

The NRC staff will administer the operating tests during the weeks of February 7 and 14, 2011.

This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9707.

Please contact your Chief Examiner, Mr. Raymond K. Walton, at 630-829-9836, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

KEWAUNEE POWER STATION CONFIRMATION OF INITIAL LICENSE EXAMINATION

Dear Mr. Heacock:

In a telephone conversation on August 10, 2010, between Mr. Dan Lang, Manager of Nuclear Training and Raymond Keith Walton, Chief Examiner, arrangements were made for the administration of licensing examinations at the Kewaunee Power Station during the weeks of February 7 and 14, 2011. In addition, the U. S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of January 17, 2011.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1 021, "Operator licenSing Examination Standards for Power Reactors!' The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by October 11, 2010. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by November 17, 2010.

Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55..40(b)(3>>. an authorized representative of the facility licensee shall approve the outlines, examinations. and tests before they are submitted to the NRC for review and approval.

All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-1021 contains a number of NRC pOlicies and guidelines that will be in effect while the written examinations and operating tests are being administered.

KEWAUNEE POWER STATION

Dear Mr. Heacock:

In a letter dated September 11,2009 (09-0461), Dominion Resources Services, Inc., requested we schedule initial operator license examinations in February 2011 and February 2013 at the Kewaunee Power Station. We have scheduled the examinations as requested. The examination requested during the month of February 2011 was scheduled to begin the week of February 6, 2011. The examination requested in February 2013 was scheduled to begin during the week of February 18, 2013. On-site validation of each of these examinations will occur approximately three weeks before the start of the examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to write an examination. The letter indicated each examination has more than nine applicants taking the examinations. Please inform us if the number of candidates for an examination declines below ten as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the Kewaunee Power Station's Training Department approximately 120 days prior to the initial examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. CONFIRMATION OF INITIALlREQUALIFICATION OPERATOR LICENSE EXAMINATIONS: KEWAUNEE POWER STATION

Dear Mr. Christian:

In a letter dated August 14, 2008 (08-0436), Dominion Resources Services, Inc., requested we schedule initial operator license examinations in April 2009, February 2011, and October 2012 at the Kewaunee Power Station. We have scheduled the examinations as requested. The examination requested in April 2009 will begin the week of April 13, 2009. The examination requested during the month of February 2011 was scheduled to begin the week of February 6, 2011. The examination requested in October 2012 was scheduled to begin during the week of October 29,2012. On-site validation of each of these examinations will occur approximately three weeks before the start of the examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to write an examination. The letter indicated each examination has more than nine applicants taking the examinations. Please inform us if the number of candidates for an examination declines below ten as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the Kewaunee Power Station's Training Department approximately 120 days prior to the initial examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program.

We have scheduled a Licensed Operator Requalification Training Program Inspection (IP 71111.11) for the week of November 17, 2008. Please inform us at your earliest opportunity if you discover this week is outside of your normally scheduled requalification training program's annual examinations.
