Pilgrim Watch requests to supplement the record in its two Petitions for Review currently before the Commission by adding to those records a report (including all the documents cited and hyper-linked to that report) by Congressman Edward Markey titled Regulatory Meltdown How Four Nuclear Regulatory Commissioners Conspired to Delay and Weaken Nuclear Reactor Safety in the Wake of Fukushima, 1dated December 9, 2011 after the Board decisions below and after the request for admission was filed with the Commission.

The Markey report is relevant to all of the five contentions involved in the two requests for review now before the Commission. The first Request for Review concerns clean-up costs in 1

the event of a severe accident and electric reliablity. The second Requests for Review concerns the probability of an accident, including hydrogen explosions, the effectiveness of the Direct Torus Vent, the duration of an accident requiring modeling, and likely significantly larger offsite consequences.

The attached supplement is filed in fullfillment of Pilgrim Watchs obligation to supplement its filings with pertinent and signficant new information.
