Dear Sir or Madam:

r On June 16 and 17, 2015, NRC Staff conducted an onsite regulatory review of Revision 15 of the Physical Security Plan (PSP) changes submitted in Reference 1 pursuant to 10 CFR 50.54(p)(2). Consequently, pursuant to 10 CFR 50.54(p)(2), Entergy Nuclear Operations, Inc..

(Entergy) is submitting changes to our previous submittal (Reference 1).

During the Staff's review, inconsistencies in the PSP changes and the supporting documentation including the Defensive Strategy Plan (DSP) and the associated Force-on-Force drills were identified. The changes in this submittal correct the inconsistencies and align the PSP with the supporting documentation. Corresponding changes to the NEI 11-08 evaluation previously submitted in Reference 1 are also provided.

Attachment 1 is a summary of the changes to the PSP and the NEI 11-08 evaluation.

Attachment 2 is Revision 16 of the PSP and Attachment 3 provides the replacement pages for the NEI 11-08 Evaluation. y )

SAFEGUARDS INFORMATION Attachments 1, 2 and 3 contains Safeguards Information. When separated from these attachments this letter is considered decontrolled and available for public disclosure.

- As stated in Reference 1, VY continues to conclude that the changes do not reduce the effectiveness of the Security Plan, nor do they decrease the ability of the onsite physical protection system and security organization to protect the spent fuel with high assurance against the Design Basis Threat (DBT) of radiological sabotage. As such, thechanges were appropriately implemented under 10 CFR 50.54(p)(2).
