Rick, From an IRP context we have not studied what we would do if W3 does not receive license extension.

Natural gas combined cycles are the logical choice at this time. They are the most economic resource to serve base load needs. They also offer relatively short development and construction time (about five years). While demand side management could play a supporting role, ELL is already considering DSM to meet other needs.

Biomass, new coal and new nuclear are not currently economic and new coal faces regulatory challenges. From an Amite South perspective there are really no existing merchants that could fill the void with long-term PPAs. Even excluding area planning issues we expect the current level of surplus capacity in MISO South to dwindle with the region needing more capacity (even if we have W3 license extension) by early-to-mid next decade.

Other renewables are not desirable to fill a base load need.

The only concern with natural gas is fuel cost risk and fuel supply security risk that come from making ELL more dependent on one fuel typ.

Jim, In the unlikely event that the NRC did not renew the Waterford 3 operating license and the 1

plant had to shut down on March 18, 2024 which is their initial operating license expiration date, hypothetically, what alternatives could potentially replace this loss of generation since the IRP assumes license extension for Waterford 3?

For GGNS, NRC determined that the combination of alternatives that could potentially replace the loss of GGNS generation if their license was not renewed as a sfollows:

Natural gas combined cycle = 530 MWe Biomass = 360 MWe Demand-side management = 280 MWe Purchased power = 305 MWe Any insights would be appreciated since we will have to evaluate a combination of alternatives in the Waterford 3 license renewal application.

Rick, The IRP requiremment does not dictate that our resource plans have renewable resources in them, but it does require us to evaluate them along with other supply as well as demand side resources.

Rick, The most current completed Strategic Resource Plan (now called an Integrated Resource Plan) for the Entergy System including ELL is the 2012 System IRP. I have attached the report. The Louisiana LPSC has developed an IRP requirement for EGSL and ELL (and other large utilities operating in Louisiana), however, we have just started the process of revising the 2012 System IRP and dont expect to have a draft IRP until late in 2014 and a final report until mid 2015.

Entergy's Strategic Resource Plan Jim or Tony, Could you please tell me who manages the Entergys Strategic Resource Plan that describes the long-term integrated resource plan for the Entergy System and its Operating Companies?

I have a 2009 version but wasnt sure if its the most current.

We are currently working on Waterford 3s license renewal application to extend their current operating license an additional 20 years and one area that I have to address in the environmental report is energy alternatives.

So we typically base our replacement base-load alternatives on generation sources such as coal, natural gas or nuclear that are outlined in the Plan in the event the Waterford 3 license is not renewed.

We are also required to evaluate a combination of alternatives to replace the Waterford 3 facility. So your input into the types of this combination would be appreciated.
