INFORMATION-GATHERING ACTIVITIES ASSOCIATED WITH THE LICENSING SUPPORT NETWORK (LSN)

In carrying out the NRC's responsibilities under the U.S. Court of Appeals for the District of Columbia Circuit's decision in In re Aiken County, and consistent with the Commission's July 31 ,

2017 direction in the Staff Requirements Memorandum associated with COMSECY-17-0019, a next step in the Yucca Mountain licensing process is for the NRC to initiate information-gathering activities regarding reinstituting or replacing the Licensing Support Network (LSN).

The LSN , which was used to make documentary material associated with the Yucca Mountain proceeding available to hearing participants and the public, was decommissioned when the adjudication was suspended in 2011 . The information being collected will assist the Commission in making efficient, informed decisions concerning appropriate means for reconstituting the LSN 's functionality if the currently-suspended Yucca Mountain adjudication were to re-commence in the future .

The NRC thus is reaching out to the members of the Licensing Support Network Advisory Review Panel (LSNARP or Panel) and members of the public who previously indicated an interest in the Panel's activities to update our contact list. This contact information will be used to provide notice of upcoming Panel-related activities, including a web-based virtual LSNARP meeting in Rockville , Maryland, that the NRC intends to hold in the coming months to provide information to, and gather input from , LSNARP members and the public regarding reconstitution of the LSN or a suitable replacement system .

Although the LSNARP last met in December 2003, the LSNARP charter was recently renewed as a Federal Advisory Committee Act (FACA) body. The LSNARP membership consists of representatives from the NRC, the U.S. Department of Energy, state, tribal , and local governmental bodies, industry, and a public interest group that are parties or participants to the Yucca Mountain licensing proceeding . The LSNARP was established to provide the NRC with advice from Panel members and members of the public on questions relating to the design ,

operation , maintenance, and compliance monitoring of the LSN as well as the operation and maintenance of the other information technology (IT) components established under 10 C.F.R. Part 2, including the Electronic Hearing Docket and the E-Filing system .

The NRC previously sought input from the LSNARP concerning system capabilities and configuration to inform the development and implementation of the LSN. The Commission seeks similar input regarding reinstituting the LSN or establishing a replacement system. To that end , the input received from the virtual LSNARP meeting with the Panel's members will be used to make recommendations to the Commission regarding reconstitution of the LSN in an appropriate form. The LSNARP meeting will be open to the public and comments will also be accepted from the public at that time.

When the Yucca Mountain licensing adjudication was suspended in 2011 , the participants provided the Office of the Secretary with copies of the documentary material in their LSN collections . In early 2017, the NRC completed the process of making all of this material publicly available in the Agencywide Documents Access and Management System (ADAMS)

LSN Library, with enhanced search capabilities (see https://www.nrc.gov/reading-rm/lsn/index.html). To familiarize as many as possible with the new ADAMS LSN Library and its search capabilities before the anticipated LSNARP meeting , the NRC will hold webinars to provide information and answer questions about the LSN Library and its functionalities.

To ensure all LSNARP members and interested members of the public are aware of these pre-Panel meeting webinars and the virtual LSNARP meeting , we request that you provide updated contact information by Friday, August 25, 2017, including the name of your representative and any other individuals you want on our contact list along with mailing address( es) , phone number(s), and email address(es).

Also, please feel free to provide the information in this memorandum to anyone who might wish to monitor the Panel activities.
