U.S. NUCLEAR REGULATORY COMMISSION PUBLIC MEETING

SUMMARY

Title: Meeting between the U.S. Nuclear Regulatory Commission (NRC) and Tennessee Valley Authority (TVA) to Provide Clarification Regarding NRCs Request for Additional Information (RAI) Env-1, eRAI-9602.

To provide any necessary clarifications to RAI Env-01 which the NRC issued on September 05, 2018. This meeting purpose was outlined in an attachment to the meeting notice under Related Documents (ADAMS Accession No. ML18249A393). RAI Env-1 (eRAI-9602) was also attached to the meeting notice (ADAMS Accession No. ML18248A196).

Summary of Meeting The meeting started with brief introductions and identification of the callers, and an NRC overview of the meeting purpose.

TVA gave a background of the related information that is provided in the Environmental Report (ER), information from their review of the Clinch River Early Site Permit (ESP) Draft Environmental Impact Statement (DEIS), and from their comments on the DEIS that were provided on June 29, 2018 (ADAMS Accession No. ML18180A386). Regarding the RAI Env-01 that TVA received on September 5 requesting maximum capacity values for the spent fuel pool, TVA stated that since a design has not yet been selected, there is not enough detail available to know what would be an appropriate maximum value for spent fuel capacity. TVA also inquired as to the requirement to establish a maximum for this value.

The NRC staff responded that a value for the spent fuel inventory is needed in order to compare to previous studies on potential fuel pool accidents. The staff must know what TVA considers a reasonable plant parameter value of pool capacity for its evaluation under the National Environmental Policy Act.

The staff stated its understanding that determining a maximum capacity may be difficult given the current level of detail for small modular reactor designs that are still being refined. The staff also stated its understanding that the plant parameter envelope (PPE) is a composite of information available at the time of the ESP application. The staff stated that a design selected in a future combined license (COL) application does not necessarily have to be bounded by all PPE values. Rather, in such a case, the items not bounded by the PPE would be re-evaluated as part of the COL review.

2 The NRC stated that it will modify RAI 9602 to ask for a reasonable capacity for the spent fuel pool with a corresponding reasonable number of spent fuel assemblies in the pool at any particular time.1 TVA stated they will assess todays discussion and the clarified RAI. Based on their internal discussions, TVA may ask for another clarification call.
