Dear Mr. McCann:
As requested by your application dated September 7, 2018, enclosed is Certificate of Compliance No. 9291, Revision No. 10, for the Model No. Liqui-Rad (LR) Transport Unit Package. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.
TN Americas, LLC is now registered as the certificate holder for this package. The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (49 CFR) 173.471. Those on the attached list have been registered as users of the package under the general license provisions of 10 CFR 71.17 or 49 CFR 173.417.
Registered Users may request by letter to remove their names from the Registered User List.

SUMMARY
By application dated September 7, 2018 (Agencywide Documents Access and Management System Accession No. ML18264A002), Columbiana Hi Tech, LLC (current certificate holder) requested the U.S. Nuclear Regulatory Commission (NRC) to reissue the Certificate of Compliance (CoC) No. 9291 for the Model No. Liqui-Rad Transport Unit Package, by revising the name and address to reflect the new certificate holder. The name of the certificate holder has been changed from Columbia Hi Tech LLC to TN Americas LLC. The current certificate holder did not request any changes to the package design or its authorized contents. The certificate has been reissued reflecting the name and address of the new certificate holder.
EVALUATION The staff considered the name and address change to reflect the new certificate holder for the Model No Liqui-Rad Transport Unit Package as administrative in nature. Columbiana Hi Tech, LLC, did not request any changes to the package design, authorized contents, operating procedures, acceptance tests, or maintenance program of the package. The name and address change to reflect the new certificate holder did not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71. Therefore, the NRC staff found the name and address change to reflect the new certificate holder to be acceptable, and reissued the CoC.
CONDITIONS The following changes have been made to the CoC:
Item 3.a. was revised to change name and address to reflect the new certificate holder.
Existing Condition No. 10, Revision No. 8 of this certificate may be used until June 30, 2015, was deleted and moved the existing Condition No. 11 Expiration date: July 31, 2019 to Condition No. 10. As a result, Condition 11 was deleted.
The references section was updated to include the letter requesting the name and address change to reflect the new certificate holder.
CONCLUSION The certificate has been reissued revising the name and address to reflect the new certificate holder. Based on the statements contained in the application, and the conditions listed above, the staff concludes that the changes indicated do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
