REQUEST FOR ASSISTANCE IN IDENTIFYING LICENSEE VOLUNTEERS FOR AN EXTENDED BATTERY OPERATION STUDY
Dear Mr. Marion:
The U.S. Nuclear Regulatory Commission (NRC) staff is requesting the Nuclear Energy Institute's (NEI's) support in the performance of a study to fully evaluate a commercial nuclear power plant (NPP) batteries' response to station blackout (SBO) events outside the scope of the current SBO rule (i.e., extended SBO events). Specifically, the NRC requests the NEI obtain volunteers to provide existing and revised SBO profiles. These profiles should address the condition where all alternating current (AC) power is recognized to be lost for a prolonged period within 10 minutes of an SBO event. The profiles should reflect the loads necessary to bring the plant to a safe shutdown condition.
On April 4, 2012, an addendum to the Memorandum of Understanding was executed between the NRC's Office of Nuclear Regulatory Research (RES), the Electric Power Research Institute, and the Department of Energy to participate in this study. Together with the information provided by the NEI, the NRC staff expects to more fully understand the capability of station batteries for an extended duration.
The testing is comprised of two sequences. The first sequence will verify how long the batteries can operate at reduced discharge rates. The series of tests is intended to provide a bounding set of performance expectations for extended battery operation under lower load conditions to provide data that shows the state of health of the batteries. The second sequence will test the batteries to the modified SBO profiles to determine how long the battery can support maintaining the plant in a safe shutdown condition. The NRC staff plans to have the Brookhaven National Lab test batteries to the modified SBO profiles to demonstrate the capability of station batteries for an extended duration (i.e., beyond 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />).
On April 16, 2012, Sequence 1 began and it is estimated to conclude around September 2012. Sequence 2 will be performed once the profiles have been provided and once the revised profiles have been reviewed to verify the validity of the load sequence assumptions.
We anticipate that the volunteer licensees for this project and the NEI could obtain several benefits from participating in this study. Participation will provide the NRC staff with direct current (DC) load profiles to be modeled and tested, which should yield test results more closely representing existing station battery SBO coping capabilities. The goal is to use the insights gained through the cooperative research program to potentially develop and provide guidance to extend battery performance during a prolonged SBO event.
The nuclear industry could benefit from the research data by the development of coping strategies for extended SBO events.
Because of the testing, the RES staff will gain an improved understanding of station battery performance under select extended SBO load profiles. The results from the test program will be made available via a NUREG/CR.
The NRC staff is requesting that the NEI obtain six NPPs willing to provide data in support of this study, including at least two pressurized water reactor designs, and two boiling water reactor designs.
