Summary Statement of Professional Qualifications Sheila Ray Electrical Engineer, Mechanical and Electrical Engineering Branch, Division of Engineering, Office of Nuclear Reactor Research, U.S, Nuclear Regulatory Commission Ms. Ray has acquired extensive knowledge and experience in the field electrical engineering, specifically in electrical components, power systems, equipment qualification and control systems, through my educational experience, training, and 7 years of experience in the nuclear power industry.
Ms. Ray has a Bachelor's degree in electrical engineering and a Master's degree in electrical engineering, focused on power systems. She has 7 years experience with the NRC working as an Electrical Engineer in the Office of Nuclear Reactor Regulation (NRR), Region III, and Office of Nuclear Reactor Research (RES). She graduated from Nuclear Safety Professional Development Program (NSPDP). As an Electrical Engineer in NRR and RES, she was responsible for various significant reviews and programs, including:
performing safety reviews for power uprate and license renewal applications; leading cybersecurity audits; reviewing operating experience issues, coordinating with international experts on standards and technical documents; and supporting review of license amendment requests.
She has an extensive knowledge in NRC regulations and guidance documents, and industry codes and standards.

This has involved biweekly conference calls and regular interface meetings to enhance technical discussions.
Coordinated the Extended Proactive Materials Degradation Assessment Project on cables. As part of a group of cable experts, she has collaborated with these individuals to develop a matrix of degradation modes for cable insulations and evaluate cable degradation mechanisms in regards to the use of cables beyond 60 years.
2006-2010 Provided inputs and participated in International Atomic Energy Agency (IAEA) technical meetings on IAEA Nuclear Series Report on Assessing and Managing Cable Aging in Nuclear Power Plants in September 2010 at the Halden Reactor Project in Halden, Norway and in February 2011 at IAEA Headquarters in Vienna, Austria. Worked on several Regulatory Guides (RG): RG 1.156 -Qualification of Connection Assemblies for Nuclear Power Plants RG 1.89 -Qualification of Electric Equipment Presented the changes of RG 1.93, "Availability of Electric Power Sources" to the Advisory Committee on Reactor Safeguards, Regulatory Policies and Practices Subcommittee Meeting on September 7,2011 Collaborated with international experts on IAEA Coordinated Research Project on polymer aging and cable systems in August 2011. She aided in writing the proposal and presented an overview of the current NRC activities, including forthcoming research on the assessment of electrical cable condition monitoring methods.
