SUBJECT:
EARLY SITE PERMIT APPLICATION FOR THE CLINCH RIVER NUCLEAR SITE
- SAFETY EVALUATION WITH NO OPEN ITEMS FOR CHAPTER 13, SECTION 13.3 "EMERGENCY PLANNING" By letter dated May 12, 2016, Tennessee Valley Authority (TVA) submitted an early site permit (ESP) application to the U.S. Nuclear Regulatory Commission (NRC) for the Clinch River Nuclear (CRN) Site. Based on our review of the application, the staff is providing the Advisory Committee on Reactor Safeguards (ACRS) its safety evaluation (SE) with no open items associated with Chapter 13, Section 13.3 "Emergency Planning," (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17291A052
). The SE is being provided to support a future meeting of the subcommittee of the ACRS. The ACRS full committee meeting will be h eld after the subcommittee meeting.
The staff concludes that the SE does not contain any information exempt from public disclosure. However, the NRC will withhold the SE from public disclosure for 10 business days to allow TVA the opportunity to verify the staff's conclusion that the SE contains no such exempt information. Therefore, the staff requests that ACRS withhold the SE from public disclosure until the information has been released publicly in ADAMS.
The staff will inform the ACRS immediately if TVA requests that any of the information in the SE be withheld from public disclosure.
