| Description | Technical Specification 5.7.1 requires, in part, each high radiation area in which the intensity of radiation is greater than 100 millirem per hour but less than 1,000 millirem per hour shall be barricaded and conspicuously posted as a high radiation area. Contrary to the Technical Specification requirement, the licensee identified a high radiation area that was not barricaded and conspicuously posted. On February 3, 2008, a chemical decontamination worker notified radiation protection of a higher than expected peak dose rate for the reactor water clean up Heat Exchanger Room RB 141. Radiation protection performed a follow up survey and found a hose with a hot spot reading 2500 millirem per hour on contact and 500 millirem per hour at 30 centimeters. The radiation protection technician immediately barricaded and posted the area as a high radiation area. The licensee captured the event in Condition Report RBS-2008-00387. The inspector determined the finding had very low safety significance because: (1) it was not an ALARA finding, (2) there was no overexposure, (3) there was no substantial potential for an overexposure, and (4) the ability to assess dose was not compromise |
