NOTICE OF INTENT TO PREPARE AN ENVIRONMENTAL IMPACTSTATEMENT AND CONDUCT SCOPING PROCESS FOR LICENSE RENEWAL FOR THE VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2
Dear Mr. Tynan:
The U.S. Nuclear Regulatory Commission (NRC or the staff) has received your applicationdated June 27, 2007, for the renewal of Operating License Nos. NPF-68 and NPF-81 for the Vogtle Electric Generating Plant (VEGP), Units 1 and 2, respectively. A Notice of Acceptancefor Docketing and Notice of Opportunity for Hearing were published in the Federal Register onAugust 21, 2007 (72 FR 46680). In support of the application and in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, Southern NuclearOperating Company (SNC) submitted an environmental report (ER). This letter provides information related to the staff's review of the VEGP, Units 1 and 2, ER.The NRC has prepared a Notice of Intent (NOI) to Prepare an Environmental Impact Statementand Conduct Scoping Process, advising the public that the NRC intends to gather informationnecessary to prepare a plant-specific supplement to the Commission's
?Generic EnvironmentalImpact Statement for License Renewal of Nuclear Plants," (NUREG-1437), related to the reviewof the VEGP, Units 1 and 2, license renewal application. Enclosed is a copy of the NOI, whichhas been forwarded to the Office of the Federal Register for publication.Pursuant to 10 CFR 51.28, SNC is invited to participate in the environmental scoping process. As discussed in the enclosed notice, the NRC staff is providing the public with the opportunity toparticipate in two environmental scoping meetings to be held on Thursday September 27, 2007.The meetings will be held at the Augusta Technical College, Waynesboro Campus Auditorium, 216 Highway 24 South, Waynesboro, Georgia 30830. The first session will be held in the afternoon, and the second session, covering the same subjects, will be held in the evening. The NRC staff will present an overview of the environmental review process and will describe how the process will be implemented for the review of the VEGP, Units 1 and 2, license renewal application. SNC is invited to participate in both sessions of the meeting. A separate NRC meeting notice with a more detailed agenda is forthcoming. You will beprovided a copy of that notice.
