VERIFICATION LETTER OF THE APPROVAL VERSION OF THE NUCLEAR ENERGY INSTITUTE TOPICAL REPORT NEI 16-03-A, REVISION 0, "GUIDANCE FOR MONITORING OF FIXED NEUTRON ABSORBERS IN SPENT FUEL POOLS, REVISION 0"

Dear Mr. Cummings:

By letter dated May 26, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17263A133), Nuclear Energy Institute (NEI) submitted an approval ("-A") version of topical report (TR) NEI 16-03-A, Revision 0, "Guidance for Monitoring of Fixed Neutron Absorbers in Spent Fuel Pools, Revision 0," to the U.S. Nuclear Regulatory Commission (NRC) staff. This has been done in accordance with our request to publish an approval version of this TR, as detailed in the tr ansmittal letter of the NRC staff's final safety evaluation (ADAMS Accession No. ML16354A486) for the original TR.

The NRC staff has completed its review of the approval version of the TR. The NRC staff verified that NEI has met the requirements and determined that the submitted -A version is acceptable for referencing in licensing applications for nuclear power plants to the extent specified, and under the limitations delineated in the accepted version of the TR. NEI 16-03-A, Revision 0, is now acceptable for use in future licensing actions.

This topical report is not a rule as defined in the Congressional Review Act (5 U.S.C. 801-808).
