Narrative

Report for LER 50-366/1981-036 i

On 4-16-81, while Unit 2

was operating at rated

power, surveillance procedurc " Diesel Generator Manual Start," IIN P '

3801, was in progress for dicsc1 2C.

The dicsc1 was manually started, and the generator failed to reach rated voltage in less than 12 seconds as required by PSAR tabic 8.3.3, but was obtained in 18 seconds.

Two subsequent starts were performed for observation, and a

repeat of the same voltage delay occurred although the dicsc1 engine started satisfactorily each time.

Annunciator

" Generator Field Ground" did not momentarily alarm as it usually does during a dicsc1 start indicating the battery system is tied to flash the ficid.

It became apparent residual magnetism provided generator excita-tion.-

4 Diesel 2C was declared inop.

Later following a maintenance inspection, three successful troubicshoot manual starts were performed without voltage delay.

Surveillance procedure

" Diesel Generator Manual Start",

IIN P 3 8 01, was completed satisfactorily and diesel 2C was declared operabic.

This event-is nonrepetitive.

There ucre no effects upon public safety or health.

The apparent cause of field flashing relays to operate was due to effects resulting from motoring the dicsc1 generator during test runs following engine rcpair reported by LER 50-366/1980-159.

New relays arc on order and will replace those in service upon receipt.
