I concur with Commissioner McGaffigan's comments in his memorandum !
, of December 20, 1996 on SECY-96-199. In particular, I approve the 1
staff's proposal to modify it's policy regarding predecisional enforcement conferences in those cases in which the conference is based on an OI report finding discrimination and the OI report will be made public.
This vote concerns only the predecisional enforcement conference proposals noted on pages 17-19 of the SECY. Other matters will be addressed by me in a subsequent vote.
