I approve the portions of SECY-96-199 that address changes to the enforcement conference process as appearing on pages 17-19 of the SECY paper. With respect to the remainder of SECY-96-199, I be-lieve the increased FTE discussed in the December 16, 1996, memo-randum from the ED0 and related additional information in that memorandum raise questions not fully evaluated in the original SECY paper.
I recommend we ask the new E00 to re-evaluate the remaining proposals in SECY-96-199, with particular emphasis on j
whether the proposals in SECY-96-199 would result in a shift of resources away from investigations that have a higher probability of resulting in escalated enforcement actions.
We can then con-sider the appropriateness of accepting the remainder of the pro-posals in SECY-96-199.

I approve of the issues associated with predecisional enforcement conferences discussed at pages 17-19 of SECY-96-199. After careful consideration of the resource implications that the ED0 addressed in a December 16, 1996, memorandum to the Commission, I will address the remaining issues in SECY-96-199 in another vote.
