INTRODUCTION Pursuant to 10 C.F.R. § 2.323(b), C-10 Research and Education - hereby moves for leave to replies to oppositions submitted by Nand the Staff to C- Emergency Petition Supervisory Authority to Reverse No Significant Hazards Determination and Immediately Suspend License Amendment and License Renewal Decisions (Feb. 13, 2019). C-10 seeks leave to reply in order to briefly and succinctly correct the record on a number of inherent supervisory authority; whether C-tition is barred by NRC regulations; whether C-10 has waived any rights to bring its Petition; that it has indeed provided adequate oversight to NextEra in the development of testing, analyses, and standards for evaluation of ASR. Petitioners respectfully submit that an opportunity to submit a reply (which totals less than ten pages) is necessary to ensure that the Commission has a complete and accurate record on which to rule.
