Alternate Source Term (
AST) License Amendments 206/193 will be implemented after installation of the Unit 2 Replacement
Steam Generators (
RSGs) within 90 days after the completion of the outage in which the Unit 2
RSGs are installed. Further, implementation requirements incorporated within License Amendment 206/193 stated, in part, that prior to implementation of the
AST license amendment,
NSPM will revise the Prairie Island Nuclear Generating Plant design and licensing bases to indicate that the
Steam Generator Water LevelNarrow Range Instruments are required to meet
Regulatory Guide 1.97, Revision 2 requirements. Contrary to the above, on March 27, 2014, the licensee failed to revise the Prairie Island Nuclear Generating Plant design and licensing bases to indicate that the SGNR instruments were required to meet
Regulatory Guide 1.97, Revision 2 requirements. Because the inspectors answered Yes to Question 1 under Exhibit 2 of
IMC 0609, Appendix A, The
Significance Determination Process (
SDP) for Findings At-Power, the finding screened as very low safety significance (Green). The above issue was documented in the licensees
CAP as
CAP 1424460. Corrective actions included replacement of the SGNR instrumentation with
Regulatory Guide 1.97 compliant equipment.
