licenses, andthattheconversion ofallremaining provisional operating licensestofull-term licenseswouldawaitcompletion oftheSEP.ByletterofDecember13,1977,totheBoard,theStaffproposedtoinitiatediscussions withLicenseeandMr.SladeontheimpactoftheSEPontheproceeding.

Licenseeisunawarethattherehavebeenanysuchdiscussions.

OnDecember14,1979,LicenseeandRCSIfiledwiththeBoardastipulation confirming theirearlierstipulation terminating theproceeding astoRCSIdatedMarch12,1974.Thisstipulation furtherrelievedLicenseeofcertainrequirements whichwerecontained in,theearlierstipulation.

2.BasedontheorderoftheAtomicSafetyandLicensing BoarddatedMarch25,1977,thefollowing issuesremain:I1.Intervenor's Contention Aconcerning the'dequacy ofLicensee's QualityAssurance Program;2.Intervenor's Contention BthatLicenseehasnotdemonstrated conformance withtheamendedECCScriteriaasdetermined byAECDocketK1-50-1.3.Intervenor's Contention Dconcerning Licensee's allegedviolation ofapplicable federalandNewYorkStatewaterqualitystandards.

4.Licensee's understanding ofthefuture'courseofactionintheseproceedings isthattheStaffwillissueaSafetyEvaluation Report("SER")following completion oftheSEP.Neunderstand thatthetargetdateforsuchcompletion isApril1982.Accordingly, Licenseesuggeststhefollowing schedule:

a)twomonthsfollowing issuanceoftheStaffSER,theAdvisoryCommittee onReactorSafeguards("ACRS")meet,makeitsdeterminations",

andissueitsletterregarding itsfindingswithintwoweeksthereafter; b).anynecessary'supplement totheSERbeissuedbytheStafftwomonthsfollowing receiptoftheACRSletter;

c)alldiscovery bypartiesbeterminated withinonemonthfollowing theissuanceofanynecessary SERsupplement; d)anyfurtherpre-hearing conferences
