OnMarch24,1994apublicmeetingwasheldwithRochesterGasandElectricandmembersoftheNRCStafftoupdatethestaffontheevaluationofthesteamgeneratorreplacementandfuelreloadchangesatGinnaStation,currentlyscheduledforthespringof1996.Thisletterprovidesasummaryofthemeeting.J.Cutchin(NRC/OGC)beganthemeetingwithadiscussionoftheuseof10CFR50.59forsteamgeneratorreplacement.ItwasnotedthattheNRCStaffdeterminedthat10CFR50.59couldnotbeusedforreplacementatV.C.SummerbecauseseveralchangestotheTechnicalSpecificationswereintimatelyconnectedwiththeinstallationofthenewlargersteamgenerators.Mr.Cutchinstatedthatthisdidnotsignalachangeinstaffphilosophy.Underthetermsof10CFR50.59,evenifareplacementdoesnotinvolveanunreviewedsafetyquestion,priorNRCapprovalisrequiredifitinvolvesachangeintheTechnicalSpecifications.Mr.CutchinindicatedthatiftheplantcannotbeoperatedfollowingachangewithoutcertainTechnicalSpecificationamendments,thenpriorapprovalwouldberequired.However,areplacementprojectcouldbebrokendownintoseveraldiscreteplantchanges(ashasbeendoneatotherplants),withtheresultthatpriorapprovalviatheTechnicalSpecificationamendmentprocesswouldonlyberequiredforcertainspecificchanges,nottheentireproject.ThestaffobservedthatGinnaappearstobedifferentfromtheV.C.Summercaseinthatthenewsteamgeneratorswillbephysicallysimilartotheexistingones,andthatnonecessaryTechnicalSpecificationamendmentshavebeenidentified.RG&EpresentedthecurrentstatusoftheSteamGeneratorReplacementProject.RG&Enotedthattheprojectwouldbebrokendownintotwodistinctparts:thecomponentdesign;andthe9404i90372Tl404i3PDR',iADOCJC05000244'=.PDRoot) 4tIlI(kCJu~~~0, installationactivities.Therearecurrentlynointentionstofurtherbreakdownthecomponentdesignaspectoftheproject.Theinstallationactivityaspect,however,wouldbefurtherdividedintodiscreteworkactivities,notablythecontainmentopenings,riggingandhandlingofheavyloads,pipecuttingandrestoration,insulationofthegenerator,andstorageoftheoldsteamgenerators.Currentevaluationsindicatethatallchangesassociatedwiththesteamgeneratorreplacementcanbeaccomplishedwithoutpriorstaffapproval.Aschedulewaspresentedindicatingwhenfinalsafetyevaluationsfortheseitemswouldbeavailable.Thesewillbeprovidedtothestaffforinformationonly.RG&Epresentedacomparisonoftheexistingandreplacementsteamgenerators.Thestaffnotedthatthegeneratorsappearverysimilar.RG&Ediscussedthepreliminarysafetyevaluationofthereplacementsteamgeneratordesign,andthedetailedthermalhydraulicmodelsoftheprimarysystemandcontainmentbeingdevelopedtoreanalyzesomeoftheUFSARtransients.Thestaffquestionedtheneedfordetailedmodels,giventhesimilaritiesofthegenerators.RG&Epresentedanoverviewofchangesassociatedwiththe1996FuelReload.Ginnawilltransitionfromannualfuelcyclestoeighteenmonthfuelcycleswiththe1996reload,andthereforetherewouldbesomeTechnicalSpecificationamendmentsassociatedwiththereload.Ascheduleforthesesubmittalswaspresented.RG&Epresentedanoverviewofsomeofthedesignfeaturesincorporatedinthereplacementsteamgeneratortocorrectdeficienciesidentifiedinthecurrentgenerators.Thestaffobservedthattheseimprovementsseemedprudent,howevertheycautionedthatcloseattentionshouldbepaidtothematerialsusedforweldtransitions.RG&Eoutlinedtheinten'dedmethodstobeusedforthestructuralevaluationoftherestoredreactorcoolantsystem.Specifically,RG&Eintendstoincludeexplicitmodelingofwallsandsupportswhenanalyzingtherestoredsystem.Thestaffcautionedthatwhilethisappearsacceptable,closeattentionshouldbegiventothistoensurethatconsistentandconservativemodelingofthewall-RCSinterfacesaremade,particularlywithrespecttodampingfactors.RG&Ealsopresentedinformationonadisplacementmodelofthereactorcoolantsystemdevelopedtohelppredictpipemovementduringcuttingactivities.Thestaffwasquestionedastotheappropriatenessofusingtemporarysupportsorrestraints,butitwasagreedthatfurtherdetailwouldbeneededbeforearesponsecouldbeprovided.RG&Epresentedtheeffortstodatetomodelthecontainmenttoanalyzetheeffectsofthetemporaryconstructionopeningsonthestructurebothduringconstructionandafterrestorationofthecontainment.Thestaffnotedthatthemodelappearedtobeof
