The proposed changes concern Emergency CoreCooling Systems (ECCS) TS 3/4.5.2, ECCS Subsystems -Tayg Greater Than or Equal To 350'F andTS 3/4.8.1.1, Electrical Power Systems -A.C. Sources -Operating.FPL submitted the Reference I application to address nonconservative TS contained in TS 3/4.5.2. Inaddition, changes were proposed to TS 3/4.8.1.1 and TS 3/4.5.2 to address overlapping requirementsfor electrical power supply to the high head safety injection pumps. The NRC staff forwarded to FPLa Request for Additional Information (RAI) via Reference 2 regarding the FPL application. As aresult of subsequent discussions with the NRC staff regarding the RAI and proposed TS changes, FPLis withdrawing the Reference 1 application to restructure the request and proposed changes. FPL willsubmit a revised application at a later date.In the interim, until the non-conservative TS are revised, compensatory administrative controlswill remain in place.This letter contains no new commitments and no revisions to existing commitments.In accordance with 10 CFR 50.91(b)(1), a copy of this letter is being forwarded to the StateDesignee of Florida.
