Dear Mr. Grier:
SUBJECT:
FORKED RIVER NUCLEAR STATION LICENSE NO. CPPR-96 INSPECTION NO. 79-02 DOCKET NO. 50-363 This letter is in response to the subject inspection report which presents an infraction identified by Mr.
L. Narrow during his inspection on February 12-15, 1979.
Below is our response to the infraction cited in the subject inspection report.
Infraction 10 CFR 50, Appendix A, Criterion V, states, in part, that: " Activities affecting quality chall be prescribed by documented instructions, procedures, or drawings and shall be accomplished in accordance with these instructions, drawings, and procedures The licensee's Quality Assurance Plan for Forked River Nuclear Station Unit 1, states, in part, in Paragraph 13.0:
"For site activities, the CPU Scrvice Corporation Site Quality Assurance Manager is responsible for assuring that the handling and storage of safety-related equipment is accomplished in accordance with approved procedures...." and, "A guide shall be prepared by Com-bustion Engineering, Inc. (CE) and reviewed by GPU Service Corporation, to establish recommendations and/or requirements fog the acceptance, handling, storage and general maintenance of NSSS components after receipt at the plant site."
79061501275' Paragraph 4.3 of the CE Project Specification 170-FM-001 states, in part:
" Items pressurized with inert gas shall be nonitored for ten days of the first two weeks of storage and weekly thereafter.
Additional monitoring shall be performed following occasions when the daily low temperature has gone down by 20 F from previous daily low temperature or a 20% increase occurs from the previous daily highest relative humidity."

. - -..Mr. Boyce H. Grier Page 2 Contrary to the above, as of February 14, 1979, items in storage pressurized with inert gas, were not monitored following the indi-cated fluctuations of temperature or relative humidity.
Corrective Action Taken Since recording devices were not available for da.ly low temperature or humidity increases, a program of daily monitor'.ng of equipment pressurized with inert gas was instituted.
This daily monitoring program continued until Combustion Engineering provided a revised inspection frequency guideline.
The new guideline has deleted the requirement to monitor gas pressure when the. daily low temperature has decreased by more than 200F from the previous dail( low temper-ature or a 20% increase occurs from the previous daily highest relative humidity.
Equipment Storage History Cards have been updated to agree with the revised CE storage instructions.
Corrective Steps to Avoid Further Infractions All Equipment Storage History Cards for safety related components on site were reviewed and reconciled with the manufacturers recom-mendations and instructions.
Full compliance was achieved by March 15, 1979.
This program of reconciling the manufacturers instructions and the Equipment Storage History Cards is now in progress for balance of plant components.
Very truly yours, ll
