APPENDIX A NOTICE OF VIOLATION Jersey Central Power and Light Company Docket No. 50-363 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the Forked River Nuclear Station, Forked River, New Jersey, of activities authorized by NRC License No. CPPR-96.

During this inspection conducted on February 12-15, 1979, the following apparent item of noncompliance was identified.

10 CFR 50, Appendix A, Criterion V, states, in part, that:

" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings... and shall be accomplished in accordance with these instructions, drawings, and procedures..."

The licensee's Quality Assurance Plan for Forked River Nuclear Station Unit 1, states, in part, in Paragraph 13.0:

"For site activities, the GPUSC Site Quality Assurance Manager is responsible for assuring that the handling and storage of safety-related equip-ment is accomplished in accordance with approved procedures..."

and, "A guide shall be prepared by CE (Combustion Engineering, Inc.) and reviewed by GPUSC, to establish recommendations and/or requirements for the acceptance, handling, storage and general maintenance of NSSS components after receipt at the plant site."

Paragraph 4.3 of the CE Project Specification 170-PM-001 states, in part:

" Items pressurized with inert gas shall be monitored for ten days of the first two weeks of storage and weekly thereafter.

Additional monitoring shall be performed following occasions when the daily low temperature has gone down by 20*F from previous daily low temperature or a 20% increase occurs from the previous daily highest relative humidity."

Contrary to the above, as of February 14, 1979, items in storage pressurized with inert gas, were not monitored following the indicated fluctuations of temperature or relative humidity.
