Dear Sir:

Subject:

Oyster Creek Nuclear Generating Station Docket No. 50-219 GenericLetter89-13 Commitment

Reference:

GPUN Letter dated January 30, 1990 By letter dated January 30, 1990, GPUN responded to Generic Letter 89-13 " Service Water System Problems Affecting Safety-Related Equipment".

In our letter, GPUN described a containment spray heat exchanger performance monitoring pranram to be in effect prior to startup from the 13R outage.

Additional instrumentation has been installed to measure heat exchanger perforrance, however, the test procedure will not be completed prior to startup.

Therefore, not all elements of the p.*ogram as described in the referencert letter will be in place prior to startup.

As stated in our response to GL 89-13. " Testing of the heat exchanger wi!1 only be possible when there is sufficient temperature differential between the intake canal and the torus water, such as in the fall months." There is insufficient temperature differential at this time, therefore development of the procedure can be deferred. Accordingly, this procedure will be in place by October 1,1991 at which time implementation of the recommended action will be fully initiated, if there are any questions regarding this matter, please call Mr. Michael Heller, Licensing Engineer at 609 971-4680.
