My staff has reviewed the New Jersey Department of Environmental.
Protection- (DEP), Bureau of Nuclear Engineering's comments dated December 11,1989 (with attachments) on the draf t Safety Evaluation Report (SER) prepared by the NRC for the full term operating license (FTOL) application filed by GPU Nuclear Corporation for the 0yster.
Creek Nuclear Generating Station, (document no. 50-219).
Our focus wa s on. page s six and seven of the document since 'those comments appear to be alluding to matters in the area of of f-site planning.
It 1 is difficult to discern precisely the intent of the comments because the referenced attachment (pgs.59-64 of the base document)-
is missing from the packet.
-However, in light of the apparent intent of these comments, it is-important to clarify -two points which : they may have ~ obscured.
- Firstly,. of f-site ' Radiological Energency. Response Planning is by-law;
.the-responsibility -of this State Office of Emergency Management, not the Bureau of Nuclear Engineering.
Off-site RERP is clearly outside the purview of their charter and area of expertise.
Secondly, this office has complete confidence that the entire population - of the Oyster Creek Nuclear Generating Station's Emergency Plant.ing Zone could be evacuated in an efficient and timely manner should it ever become necessary.
This confidence is ygd based upon past experience derived f rom RERP ' exercises and actual evacuations conducted in New Jersey.
