Conditions Prior to occurrence:

The reactor was critical at 62% power.

Description of Occurrence:

During the' loss of power test program for Peach Botton Unit -3, the L2 diesel failed to attain rated speed and voltage after receiving a airulated automatic start signal. This unit had been successfully started five timee just prior to the failure.

Designation of Apprent Cause of Occurrence:

The scavenge air blower had seized causing extensive damage to the blower drive gears. The scavenge air blower supplies the combustion air to the cylinders during starting and light load operation.

Analysis of Occurrence:

Failure of the scavenge air blower resulted in an inoperable diesel generator. The other three diesel generators were being tested at the time of the L 2 failure. Therefore, their operability was ictediately verified. Testing was immediately begun on the Core Spray, LPCI and HPS4 aystems. Since the operational status of the other three diesel generators was imediately knom, this occurrence has miniemi safety significanco.

Corrective Action:

The ocavenge air blower and drive gear assembly is being removed from the engine and replaced with a spare. A preliminary incpection of the drive gears of the other three engines, performed ic=ediately after the failure, 1
