During the loss of power test program for Peach Bottom Unit 3, the E-2 diesel failed to attain rated speed and voltage af ter receiving a simulated automatic start signal. This unit had been successfully started five times just prior to the failure.

Designation of Apparent Cause of Occurrence:

The scavenging air blower had seized causing extensive damage to the blower drive gears. The scavenging air blower supplies the combustion air to the cylinders during starting and light load operation.

Analysis of Occurrence:

Failure of the scavenging air blower resulted in an inoperable diesel generator. The other three diesel generators were being tested at the time of the E-2 failure. Therefore, their operability was immediately verified. Testing was immediately begun on the Core Spray, LPCI and HPSW systems. Since the operational status of the other three diesel generators was immediately known, this occurrence has minimal entnty e39 nit 3canen Corrective Action:

Following the occurrence, the scavenging air blower and drive gear. assembly were removed and inspected. The intake air filters were removed and the air passageway between the filters and the blowers in-spected. This inspection disclosed the presence of small weld beads.

An inspection of the intake filter supports indicated that the weld beads could have originated from these assemblies. It is, therefore, believed that the failure of the scavenging air blower resulted from foreign material (weld beads) entering the blower and causing it to seize. This in turn resulted in the failure of the drive gear assemblies.

The filter and intake passages were cleaned and new filters installed. The defective blower and drive gears were replaced. The diesel was returned to service and surveillance tested on June 17, 1974.

This work was accomplished under the direction of a manufacturer's representative.

An inspection of the intake air passages, the intake air filter assembly, and the blower drive gears was also performed on the other three diesel generators. Some weld beads were also found and i

1 removed from the intake air passages on these units. The intake air filters were replaced and the units returned to service. All work on

the diesel generators was completed on June 21, 1974.

Failure Data:

This is the first diesel failure of this type.
