5.0 ADMINISTRATIVE CONTROLS g

5.1 Responsibility 5.1.1 The Manager - Fort Calhoun Station shall be responsible for overall facility operation and shall delegate in writing the succession to this responsibility during his absence.

i 5.2 Organization Offsi te 5.2.1 The offsite organization for facility management and technical support shall be as shown on Figure'BQ.

The minimum number and type of licensed and unlicensed operating personnel required onsite for each shift shall be as shown in Table 5.2-1.

An Operator or Technician qualified in Radiation Protection Procedures shall be onsite when fuel is in the reactor, c.

All core alterations shall be directly supervised by either a h

licensed Senior Reactor Operator or Senior Reactor Operator limited to fuel handling who has no other concurrent responsi-bilities during the operation.

Fire protection program responsibilities are assigned to those positions and/cr groups designated by asterisks in Figures 5-1 and 5-2 according to the procedures specified in Section 5.8 of the Technical Specifications.

A fire brigade consisting of 5 members shall be maintained onsite I

at all times.# The fire brigade shall not include the minimum shift crew necessary for safe shutdown of the unit (2 members).

Nuclear Production and the Safety Audit and Review Committee of disagreement between the Plant Review Comittee and the Manager -

Fort Calhoun Station; however, the Manager - Fort Calhoun Station shall have responsibility for resolution of such disagreements pursuant to 5.1.1 above.

Records 5.5.1.8 The Plant Review Committee shall maintain written minutes of each meeting and copies shall be provided to the Division Manager - Nuclear Production and Chairman of the Safety Audit and Review Comittee.

5.5.2 Safety Audit and Review Comittee (SARC)

Function 5.5.2.1 The Safety Audit and Review Comittee shall function to provide. the independent review and audit of designated activities in the areas of:

ATTACHMENT B Justification, Discussion and No Significant Hazards Considerations The Omaha Public Power District is proposing to amend the Fort Calhoun Station Technical Specifications in response to management title changes and organiza-tional restructuring.

Specifically, due to promotion, the title "Vice President - Nuclear Production, Production Operations, Fuels, and Quality Assurance and Regulatory Affairs"'has been changed to " Senior Vice President Nuclear Production, Production Operations, Fuels, and Quality Assurance and Regulatory Affairs." The title of Manager - Administrative Services has been changed to Manager - Administrative-& Training Services.

These changes appear on the organizational chart and in the Specifications where the title appears.

The position of Supervisor - Station Training is being moved under the direction of Manager - Administrative & Training Services. This allows consol-idation of Training efforts under one manager. This change will result in the Supervisor - Station Training position being removed from the organizational chart for the Fort Calhoun plant staff.

Since OPPD support staff are only portrayed to the " manager" level, the change will not be reflected on Figure 5-1.

4 Figure 5-1 has been updated to reflect the current management structure in Engineering. The former structure of Engineering and Electric Operations re-porting to a Senior Vice President has been altered such that Engineering and General Services now report to one Vice President.

The new position of " Supervisor - Outage Projects" has been created. This position will report to the Manager - Fort Calhoun Station.

The addition of this position will appear on Figure 5-2.

Figure 5-2 has been updated to reflect the positions of " Supervisor - Adminis-trative Services" and " Supervisor - Security" which have been created.

These two positions are under the direction of the Supervisor - Administrative Ser-vices and Security.

The Figures have also been redrawn to increase legibility. The approval of this change will provide for more legible and up-to-date organizational representations.

These changes are being made to provide better structure of the management relative to Fort-Calhoun Station. The consolidation of the Training Organi-zation under one area will alleviate redundancy of efforts.

The creation of the Outage Project Coordinator will help to eliminate some of the work load of other station management and will provide for more coordinated planning of outage activities.

No Sionificant Hazards Considerations OPPD has evaluated the proposed changes to determine if significant hazards considerations exist.

As such, the following is presented.

1.

Would the change involve a significant increase in the probability or consequences of an accident previously evaluated?

No, The change involves titles of management personnel and organizational restructuring.

Personnel titles and organizational structure do not impact the probability or consequences of any previously evaluated accident be-cause no new equipment or different mode of operation is being proposed.

2.

Would the change created the possibility of a new or different kind of accident from any accident previously evaluated?

No. The change affects only administrative Technical Specifications and, as such does not alter any mode of operation or in any way create the pos-sibility of a new or different accident.

3.

Would the change involve a significant reduction in a margin of safety?

The proposed changes concern only Section 5 of the Technical Specifications which are. administrative. Therefore, the changes do not affect any margin of safety.

The Nuclear Regulatory Commission has published guidance concerning examples of amendments which are not'likely to involve significant hazards considerations (51 FR 7751). The changes proposed in this application are-similar to example (i) "a purely administrative change to technical specifications; for example a change to achieve consistency throughout the technical specifications, correc-tion of an error, or a change in nomenclature." The proposed changes are similar in that they are administrative and are intended to achieve consis-tency. Therefore, OPPD has concluded that these changes do not involve significant hazards considerations.
