Combined Inspection Report Nos. 50-317/87-12 and 50-318/87-13

This refers to the routine safety inspection conducted by Mr. C. Petrone of

this office on April 27-May 1, 1987, of activities authorized by NRC License

Nos. OPR-53 and DPR-69 and to the discussions of our findings held by

Mr. Petrone with Mr. J. Lemons at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter.

Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A.

This violation has been

categorized by severity level in accordance with the " General Statement of

Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C

(Enforcement Policy).

You are required to respond to this letter and in

preparing your response, you should follow the instructions in Appendix A.

We note, also, that a second violation of NRC requirements was identified

during our inspection in which the acceptance criteria for certain safety

related analog

instruments were

not

properly

established and reviewed.

However, this problem had already been identified by some members of your staff

and corrective action was being taken.

A Notice of Violation is not being

issued concerning this violation as we believe the criteria of 10 CFR 2,

Appendix C, Note, V. A. has been met concerning self identified violations. As

you are in violation of NRC requirements we expect prompt corrective action on

this matter.

This item is being treated as an unresolved it.em within scope of

the attached inspection report; and, no written response is required.
