NRC INSPECTION REPORT 50 293/97 04

Dear Dr. Boulette:

This letter refers to the inspection conducted by an inspection teamled by

Mr. S. K. Chaudhary of this office from May 5 23, 1997. The purpose of the inspection

was to determine if the activities authorized by the licensee were conducted safely, and in

accordance with NRC requirements. At the conclusion of the inspection, Mr. Chaudhary

discussed the findings of this inspection with Mr. Leon J. Olivier.

The objective of the inspection was to assess the licensee's engineering effectiveness

through an in depth review of engineering calculations as well as other engineering

activities and analyses. The inspection consisted of selective examination of design bases

documentation of the core spray system, as well as procedures and instructions,

representative documentation of operational tests and surveillances, and interview of

personnel.

Based on the results of this inspection, we conclude that the current design configuration

of the core spray system is consistent with the design basis and the license conditions;

and the operability of the system is assured through surveillances and functional testing.

We, however, noted weak interface between organizations involved in the modification
