BEAVER VALLEY UNITS 1 & 2 - USE OF ASME CODE CASES N-356, N-445 AND N-446(TAC 71084AND71085) i T.his is in response to your request submitted by letter dated November 3, 1988 regarding use of the above three code cases.

Code Case N-356 " Certification Period for Level III Personnel" was approved by the ASME Code on July 16, 1982 and was reaffirmed on October 23, 1985 and October 23, 1988. The objective of this case is to extend the certification period for Level III NDE personnel to five years.

Code Case N-445 "Use of Later Editions of SNT-TC-1A for Qualification of Nondestructive Examination Personnel" was approved by the ASME Code on May 7, 1987. The objective of this case is to permit the use of editions of SNT-TC-1A up to and including the 1984 Edition.

i Code Case N-446 " Decertification of Visual Examination Personnel" was approved by the ASME on May 7, 1987. The objective of this case is to permit the decertification by examination of Level III visual examination personnel every i

five years.

These three code cases have not been referenced in Revision 6 of Regulatory Guide 1.147. However, the information from Code Cases N-356 and N-445 has been incorporated into editions of ASME Section XI, which are referenced in 10 CFR50.55a(b). Therefore, we find that these code cases are acceptable for

.1 use in the Beaver Valley inservice inspection program.

Code Case N-446 has been incorporated into the 1986 Addenda of AStiE Section XI, which has not yet been referenced in the regulation. Since Level III NDE personnel may be certified for a five year period, we find the decertification of Level III visual examination personnel for five years to be similarly acceptable. Therefore, Code Case N-446 is acceptable for use.
