This. refers to the inspection conducted by Messrs. J. A. F. Kelly,

R. A. Caldwell, and A. B. Earnest of this office and other accompanying

personne1'during the period June 22 through August 20, 1987, of activities

authorized by NRC Construction, Permits CPPR-128 and CPPR-129 for the

South' Texas Project, and to the discussion'of our findings with Mr~ G. Vaughn

'and other members of your staff-during the' inspection and at the conclusion of-

each of'the several inspection phases.

'

Areas examined during the inspection l included security plans and procedures,

management effectiveness, security organization, audits, reports and records,-

. testing-and maintenance,! locking systems, physical barriers for both protected

-and vital areas, power supply, lighting, compensatory measures, assessment

aids, access control for personnel, packages and vehicles, detection aids for

both vital and protected areas, alarm stations, communications, personnel-

training land qualifications, safeguards contingency responses, and the

protection of safeguards information.

Within these areas, the inspection

'

consisted of. selective examination of procedures"and representative records,

interviews with personnel, and observations by the NRC inspectors.

The

inspection'. findings are documented in the enclosed inspection report.

.Within the scope of the inspection, no violations or deviations were

'

identified.

We'have also examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.

110 CFR Part 73.21 end its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended.
