which contained Mr. Helfrich's memo transmitting the Executive Branch's Environmental Assessment on the Philippine State requested NRC comments on this document reactor export.

no later than September 25 to permit inclusion in the formal Executive Branch views on this export which they are committed to forward to the NRC on September 28.

IP has drafted the attached letter of reply for Comission concurrence.

That the Comission concur in the attached letter to State.
