REDUCTION OF VULNERABILITIES IN EMERGENCY PREPAREDNESS It appears that vulnerabilities exist in'the Commission's present emergency prep'aredness process required to assure the training, capabilities, and "on call list" availability of Presidential Appointees, La., Commissioners, in case of an emergency..

This vulnerability is acute when the Chairman is unavailable to be at the Response Center or not capable of discharging her duties from random or unforseen

' circumstances. It is, therefore, respectfully requested that the Commission vote with urgency to eliminate this potential gap by endorsing the following policy actions:

Commissioners, includ'ng the Chairman, shall become cognizant of the agency i

emergency procedures and responses in a continuing process. 'l suggest that during Agenda Planning we develop a schedule for Commissioner's training and participation in exercises, and assure that all Commissioners have received the appropriate training.

No changes in scheduled participation of a Commissioner, including the Chairman, in an emergency exercise can be made without the approval of the Commission. I request this last policy statement be immediately effective to include my participation as leader of the Executive Team for the Emergency Exercise for the Salem Nuclear Power Plant.
