Seabrook. Unit 1 The Massachusetts Attorney General's office filed a written appeal on October 16, 1986 for stay of the board's decision to pennit license issuance to load fuel and perform precriticality testing. On October 17, 1986 the Appeal Board denied the stay on the basis that the State did not show certainty of success based on the merits of their argument. The State of Massachusetts will be allowed to appeal the Appeal Board decision and must inform the board by 3
00 p.m. October 17, 1986 and file by COB on Friday, October 24, 1986.

The Appeal Board's ruling to deny the stay permits NRR to issue the Seabrook license to load fuel and to do precriticality tests. The license was issued October 17, 1986.

All Chemical Isotope Enrichment. Inc.

The Commission has received a request for a license from All Chemical Isotope Enrichment, Inc. The license would permit the novel use of centrifugal machines, developed by the Department of Energy for enriching uranium, for the The Department separation of stable isotopes of non-radioactive elements.

strongly supports such use as consistent with the Atomic Energy Act and the National Environmental Policy Act. At present the NMSS staff and OGC are considering the appropriate licensing steps, including possible exemptions, which should apply to this unique request.

Control Room Radios An Order to Show Cause why radios or other similar electronic equip-ment used to provide background music in the control rooms of either Monticello or Prairie Island should not be removed was issued to the licensee on October 20, 1986. This action was deemed necessary because the NRC had recently learned such equipment had been returned to the control room of Monticello in response to an arbitrator's decision in a proceeding between the International Brotherhood of Electrical Workers and Northern States Power Company. The licensee advised NRC on October 22, 1986 that the radio was removed upon receipt of the order.

The radio in the control room at Vermont Yankee was removed late on October 17, 1986 in response to the Regional Administrator's inquiry.

FY 1987 Budget On Saturday, October 18, 1986, the President signed P.L.99-500, making continuing appropriations for FY 1987. The NRC received funding of $401 million. The Office of Management and Budget has just approved the apportionment of these funds to the NRC.

ADMINISTRATIVE MATTER As reported in the Weekly Information Report for the week ending August 1, 1986, an offeror under Solicitation No. RS-0RM-86-264 for ADP systems development in support of the Corporate Data Network (CDN) filed a notice of appeal with the Small Business Administration's (SBA) Office of Hearings and Appeals (OHA). The appeal sought a reversal of a SBA Regional Office determination which found the firm to be other than small and consequently ineligible for award under this competitive requirement. On October 16, 1986, OHA advised the Contracting Officer that the original decision had been upheld, which excludes the offeror's proposal from further consideration under this acquisition.

Week Ending October 24, 1986 Cooper Nuclear Station On October 14, 1986, Nebraska Public Power District notified members of the staff by telecon that cracked cylinder heads have been found in the Number 2 Diesel. The facility is shutdown for a refueling outage. The diesel generator was undergoing an annual inspection. The analyzer indicated possible problems in three cylinders of the Cooper Bessemer KSV-16-T diesel engine. The cylinders were borescoped, however, due to the limited view, it was decided to remove the three heads for inspection. Cracks were present in all three. It was then decided to remove the r.emaining thirteen cylinder heads for inspection.

Additional heads were found cracked. (At least ten heads are cracked.) The engine vendor plans to hydrostatically test the cylinder heads and return to service those that do not leak. The others will be repaired or replaced.

Clinton Power Station On October 21, 1986 at 6:05 P.M., Illinois Power Company completed the loading of all 624 fuel assemblies into the core of Clinton. Three significant events associated with fuel loading procedure errors have occurred. Two of these events were related to misloaded fuel bundles and a third was related to a missed sub-criticality surveillance following completion of loading of one of the fuel cells. The staff has schedule a meeting with the licensee to discuss these events.

Palo Verde Unit 1 1

On October 22, 1986 Arizona Power & Light informed the staff that the "B" charging pump on Palo Verde Unit I has developed a through-wall crack in a cylinder wall after 9469 hours0.11 days <br />2.63 hours <br />0.0157 weeks <br />0.0036 months <br /> of operation. Unit 1 is currently operating at 100% power and is not in an Action Statement since the other 2 charging pumps are operable. The licersee will replace that cracked block with an available spare and expects to complete the repair in about one week.

Cause of failure is under investigation by the licensee. Because of similar failures experienced by the industry, the licensee has on order an improved block design to eventually replace the current design.

NRC TMI-2 CLEANUP PROJECT DIRECTORATE WEEKLY STATUS REPORT FOR OCTOBER 20 - 26, 1986

1. DEFUELING

- The core drilling rig successfully drilled a test pattern of 19 holes through the crust at the top of the remaining core material.

The loose material fro. the drilling operation was readily removed -

from the test area usinq existing tooling (i.e., heavy duty spade bucket). A drilling test on intact fuel 6

area has been started (3 of the 19 holes) pins in the test Production pattern drilling near the core center line has also begun.

Startup(and test ionoperations continue onofthe theDefueling WaterinCleanup System DWCS) exchange system. Use ion exchangers 4 conjunction with the DWCS filters will aid in maintaining reactor '

coolant system water clarity and will reduce the activity levels of the coolant.

2. ENVIRONMENTAL MONITORING

- US Environmental Protection Agency (EPA) sample analysis results show that TMI site liquid effluents are in accordance with regulatory limits, NRC requirements, and The City of Lancaster Agreement.

- The Lancaster water sample taken at the water works river intake and analyzed by EPA consisted of a seven day composite sample taken October 5 - 11, 1986. A gamma scan detected no reactor related activity.

- TMI water samples taken by EPA at the plant discharge (includes Units 1 and 2) to the river consisted of seven daily composite samples taken from October 4 - 11, 1986. A gamma scan detected no reactor related activity.

' - The EPA analyses of the NRC outdoor air sample for the period i October 16- 23, 1986 showed that concentrations of Cs-137 and I-131 were below the lower limit of quantitative detection (LLD) for the system. The LLD varies around a value of IE-13 uCi/cc.

3. AUXILIARY AND FUEL HANDLING BUILDING ACTIVITIES

5. MEETINGS The next meeting of the Advisory Panel is tentatively scheduled for December 10, 1986. At that meeting the licensee will give a presentation on their licensing submittal for the Post Defueling Plant Status. That submittal is scheduled for issue to the NRC staff in November.

Nuclear Fuel Services, Inc. (NFS)

The sludge samples collected from the Erwin municipal sewage treatment facility have been analyzed by Oak Ridge Associated Universities (0RAU).

Preliminary results indicate that the U-234 concentrations range from 168 to 390 pCi/g and U-238 concentrations range from 1.5 to 4.1 pCi/g with uranium enrichment from 24 to 43 percer.t. Other isotopes such as Ra-226 and Th-230 will also be analyzed to determine background levels. The analysis from NFS also confirmed enriched uranium in the sludges. The staff is taking steps to require NFS to eliminate all sources of possible contamination from going to the sanitary sewer system with the exception of showers and commodes.

All Chemical Isotope Enrichment, Inc.

The Commission has received a request for a license from All Chemical Isotope Enrichment, Inc. The license would permit the novel use of centrifugal machines, developed by the Department of Energy for enriching uranium, for the separation of stable isotopes of non-radioactive elements. The Department strongly supports such use as consistent with the Atomic Energy Act and the National Environmental Policy Act. At present the NMSS staff and OGC are considering the appropriate licensing steps, including possible exemptions, which should apply to this unique request.

Advisory Group Meeting Dr. Nataraja, WMEG/WM, will be participating in the International Organization for Economic Cooperation and Development / Nuclear Energy Agency (DECD/NEA)

Advisory Group meeting on "In Situ Research and Investigations for Geologic Disposal" on October 28-29, 1986. Dr. Nataraja will be presenting a summary of NRC Generic Technical Positions on In Situ Testing during HLW Site Characterization. The OECD/NEA meeting will be held in Paris, France. a. Control Room Radios An Order to Show Cause why radios or other similar electronic equip-ment used to provide background music in the control rooms of either Monticello or Prairie Island should not be removed was issued to the licensee on October 20, 1986. This action was deemed necessary because the NRC had recently learned such equipment had been returned to the control room of Monticello in response to an arbitrator's decision in a proceeding between the International Brotherhood of Electrical Workers and Northern States Power Company. The licensee advised NRC on October 22, 1986 that the radio was removed upon receipt of the order.

The radio in the control room at Vermont Yankee was removed late on October 17, 1986 in response to the Regional Administrator's inquiry.

b. Civil Penalties Paid (1) Mercy Hospital (Wilkes-Barre, PA) in the amount of $5,000 based on the failure to report a misadministration and material false statement. (EA 86-40)

(2) South Carolina Electric and Gas (Summer) in the amount of

$50,000 based on incorrect breaker alignment resulting in one of two inoperable component cooling water and service water loops. (EA 86-45)

OFFICE OF NUCLEAR REGULATORY RESEARCH Items of Interest Week Ending October 24, 1986 ROSA-IV NRC has a cooperative agreement with the Japan Atomic Energy Research Institute (JAERI) to obtain data from the ROSA-IV Large Scale Test Facility (LSTF), the largest thermal hydraulic test loop (i.e.,1/48 scale) in the world for investigating small break loss-of-coolant accidents (SBLOCAs) and operational transients, in exchange for instrumentation and computer codes. The 6th JAERI-USNRC ROSA-IV Program Review Meeting will be held on October 31 and November 3, 1986, in Room 019 of the Nicholson Lane Building, Rockville, Maryland. The objectives of the ROSA-IV meeting are: (1) to review the status of the ROSA-IV program, (2) to make recomendation on the proposed FY87 ROSA-IV test matrix, (3) to discuss future analysis work, (4) to discuss the test results obtained from the LSTF facility, and (5) to discuss TRAC and RELAP5 assessment work.

For the past several months, JAERI has conducted several small-break LOCA tests. On October 1, 1986, a Semiscale S-LH-1 ccunterpart test was conducted in the ROSA-IV LSTF Facility. The test, which is designated as SB-CL-10, also exhibited the core level depression, core heatup, and liquid holdup phenomena previously observed in the S-LH-1 test. Thus, these phenomena apparently were not unique to the small-scale Semiscale facility. One finding which has regulatory significance is that the core heatup in both cases was not serious.

The heater rod temperature rose during the core uncovery period, but imediately turned around when the loop seal cleared and downcomer water flooded through the core. The SB-CL-10 data will soon be available for assessing the TRAC code. The counterpart PWR analysis dealing with the cora level depression and core heatup issue will be performed in FY 87.

NUREG on Occupational Radiation Exposure Data for 1984 Published Volume 6 of NUREG-0713, " Occupational Radiation Exposure at Commercial Nuclear Power Plants and Other Facilities, 1984," has been published and is being widely distributed to both domestic and foreign organizations. The report sumarizes the exposure information that was reported by six categories of NRC licensees and was computerized in the Comission's Radiation Exposure Infor-mation Reporting Sy6 tem (REIRS). For 1984, the report indicates that 193,200 individuals were monitored by six categories of licensees. These individuals incurred a collective dose of 59,400 person-rems and received an average dose per individual of 0.30 rem. At nuclear power plants, the average dose per individual was 0.37 rem and the average dose received by workers who received a measurable (non-zero) dose was 0.59 rem. Information is presented for each nuclear power plant and for other types of facilities for 1984 and prior years, back to 1973, to assist in the analysis of trends.

RES RULEMAKING ACTIVITIES Emergency Core Cooling Systems; Revisions to Acceptance Criteria (Part 50)

The proposed rule would amend regulations concerning acceptance criteria for emergency core cooling systems (ECCS) by changing the methods used to demonstrate that an ECCS would protect the nuclear reactor core during a loss-of-coolant accident. Because the proposed rule represents a significant change in a regulatory requirement, the staff is currently preparing a summary of ECCS research performed over the last 10 years which will serve as the technical basis for the proposed rule and a regulatory guide which will provide definition of what constitutes an acceptable best estimate model and acceptable methods of performing the uncertainty evaluation.

On October 16, 1986, the CRGR approved a proposed revision to the ECCS Rule contained in Appendix K and 10 CFR 50.46 of Part 50 and forwarded it to the ED0 for his signature. The rule revision package, which is in the form of a Commission paper, includes the proposed rule wording, a regulatory analysis, an environmental impact statement and a regulatory guide.

Improved Personnel Dosimeter Processing (Part 20)

The rulemaking would amend 10 CFR Part 20 to require performance standards for the processing of dosimeters. Present NRC regulations require NRC licensees to provide personnel monitoring equipment (dosimeters) to certain workers, but provides no standards for processina those dosimeters. The rule will require all NRC licensees to have their personnel dosimeters that require processing processed by a dosimetry service that is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) operated by the National Bureau of Standards.

The CRGR reviewed this rulemaking on October 16, 1986, and its consensus was that RES should proceed with the final rule. The rulemaking package will now be forwarded to the ED0 for consideration.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING OCTOBER 24, 1986 Annual Report of the Action Plan Working Group The staff has received the Annual Report of the Action Plan Working Group, the interagency coordination group for U.S. activities in support of the IAEA's safeguards system. The report reviews the scope of U.S.

support activities, the progress made on them this year, and their remaining problems. It also illustrates the effectiveness of the support activities by linking them to improvements actually achieved by the IAEA over the last year. These improvements include significant increases in attainment of inspection goals and in the efficiency and effectiveness of the Agency's use of its safeauards inspectorate. The report is available from IP staff.

_ Foreign Visitors On Tuesday Mr. Jacques Verlaeken of Vincotte, the Belgian organization which performs all nuclear safety-related work for the Belgian government, visited NRC. Discussions were held with IE on U.S.

inspection practices and evaluations and with AE00 on some insights on equipment performance which Vincotte has gained from examining AE00 data provided to them earlier this year.

On Thursday Dr. Leopold Weil of the West German Ministry for Environment, Nature Conservation and Nuclear Safety, who had accompanied Dr. Birkhofer to the Racine, Wisconsin ACRS meeting, visited NRC briefly for follow-up discussions with NRR and RES on issues raised during his September 8-10, 1986 visit to NRC.

On Friday Dr. Adolf Birkhofer, Chairman of the FRG's Reactor Safety Commission and the FRG's senior representative on the NEA's Committee on the Safety of Nuclear Installations and the IAEA's International Nuclear Safety Advisory Group, met with the Chairman, Commissioners Bernthal and Carr, the EDO, E. Beckjord and D. Ross of RES, H. Denton of NRR, and J. Shea and R. Hauber of IP to discuss the international coordination of research activities, CSNI staffing, the use of vented filtered containments, and the implications of the Chernobyl accident in both the U.S. and West Germany. He was accompanied by Dr. Armin Jahns of the Reactor Safety Institute (GRS) and Dr. Heinz Seipel of the FRG Embassy.

On Friday Dr. Samuel Harbison, Head of the PWR Division of the UK's Nuclear Installations Inspectorate, and Mr. Forbes Campbell of his Division met with representatives of EDO, NRP,, and RES to discuss safety goals, PWR licensing, LWR safety research, probabilistic safety assessments, and the impact of the Chernobyl accident on regulatory policies. Prior to their visit to NRC, Messrs. Harbison and Campbell toured the Callaway nuclear plant with a representative from NRC's Region III office.

1. AE0D issued an Engineering Evaluation report on " Seismic Anchors for Electrical and Control Panels." The report deals with recent Licensee Event Reports (LERs) that characterize inadequacies in the seismic anchorage of electrical and control equipment at older operating plants.

As such, it provides supportive bases for the proposed resolution of USI A-46, " Seismic Qualification of Equipment in Operating Nuclear Power Plants." The principal suggestions made in the AE0D report include (1) issuance of an updated Information Notice to characterize the continuing deficiencies in seismic anchorage of critical safety equipment; (2) reconsidering the limitation of the application of the resolution of USI A-46 to 70 older plants since the deficiencies identified in the LERs and in recent NRC inspections are caused by construction / quality assurance deficiencies and not design, and (3) preliminary walk-through reinspections to identify gross deficiencies, as indicated by the LERs, before the detailed reinspections and engineering analyses are conducted.
