TECHNICAL SPECIFICATION CHANGE REQUEST NO. 135, REV 2.
The Licensee requests the attached pages replace pages 3-101 and 3-105 of Technical Specification Change Request No. 135. GPUN letter 5211-84-2053, June 1, 1984. Pages 3105a, 3-116, and 4-91 are identical to those in the previous submittal.
REASON FOR CHANGE REQUEST This Tech Spec Change Request specifies TMI-1 Waste Gas Holdup System (WGHS)~
hydrogen and oxygen monitoring instrumentation operability requirements.
These requirements appropriately compliment the WGHS Explosive Gas Mixture Limiting Conditions For Operation proposed in Technical Specification Change Request No. 135.
        ._S3FETY EVALUATION JUSTIFYING CHANGE The proposed specification provides an additional level of protection against the release of a significant c: antity and concentration of radioactive material from the WGHS, beyond that addressed in Tech Spec Change Request No.
135, 135 Rev. 1, and supplement thereto (GPUN letters 5211-84-2053, June 1, 1984; 5211-84-2175 July 11,1984; 5211-84-2192 August 2, 1984), by increasing the hydrogen and oxygen monitor operability requirements from one (1) channel to a minimum of two (2) channels required operable. This increased monitoring requirement aids in the preclusion of the formation of a flammable mixture in the NGHS and is consistent with Standard Radiological Effluent Tech Specs (NUREG 0472).
The associated action statement (Action 30) has been revised to require the Licensee to submit a special report to the NRC Regional Administrator if the minimum operability requirement is not met for more than 14 days. Shutdown of the WGHS or the reactor is neither warranted nor feasible, especially under the conditions when full monitoring capability does not exist, since off-gassing to the WGHS will continue, even if the compressors are not operated, and feed and bleed operation and Reactor Coolant System degassing, necessary evolutions for reactor shutdown, would add hydrogen to the WGHS.
SIGNIFICANT HAZARDS CONSIDERATION EVALUATION The proposed specification is provided to ensure that the concentraticns of potentially combustible gas mixtures contained in the waste gas holdup system are maintained below flammabi ity limits. Hydrogen and oxygen monitoring instrumentation operability requirements are consistent with Standard Radiological Effluent Technical Specifications (NUREG 0472). Therefore, operation of THI-1 in accordance with this Tech Spec Change Request does not:
a)    increase the probability of occurrence or the consequences of accidents previously analyzed as the Waste Gas Tank Rupture (FSAR Update Section 14.2.2.6).

b)  create the possibility for an accident or malfunction of a new or different kind of accident from any accident previously evaluated.
c)  involve a significant reduction in the margin of safety since more restrictive and conservative requirements have been adopted.
Therefore, significant safety hazards are not associated with this
                        . change.
AMENDMENT CLASSIFICATION (10 CFR 170)
This change request involves the review of a single safety issue and is considered a Class III Amendment, subject to a $4,000.00 fee. A check for this amount was forwarded with our letter of June 1,1984(5211-84-2053).
IMPLEMENTATION
            'It is requested that this Amendment become effective upon issuance.
