SUMMARY
OF PUBLIC PHONE CALL ON SEPTEMBER 11, 2018, WITH THE NUCLEAR ENERGY INSTITUTE REGARDING DISPOSITION OF COMMENTS RECEIVED ON DRAFT ISG-06 On September 11, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a public phone call with the Nuclear Energy Institute (NEI) and other stakeholders. The purpose of the call was to discuss for clarification with NEI, its comments regarding the draft ISG-06, Rev. 2 which had been posted for a thirty day public comment period in the Federal Register. The comment period had closed on September 6, 2018.
NEI had formally submitted fourteen comments considered to be of a substantive nature in response to the request for public comments. These may be viewed by the public on the U.S.
NRC Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18274A003. NEI also transmitted to the NRC a set of clarification comments for the staffs consideration. This submittal may be viewed at ADAMS Accession No. ML18260A037.
During the phone call, the NRC staff discussed with representatives of NEI selected comments for clarification purposes. Below are some of the comment clarifications provided by NEI:

- Comments No. 3 and No. 4: Some portions of ISG-06 describe Enclosure B as a suggested list of documents, whereas other portions describe Enclosure B as a definitive list. Consistency in the ISG language is needed when describing the contents of Enclosure B.
- Comment No. 5: The paragraph on ISG-06 page 10 that describes how regulatory commitments may be converted to license conditions, does not mention an alternative to a license condition. This also occurs on page 17 and page 52.
- Comment No. 11: Aside from the platform vendor, a supplier with an Appendix B QA program may be able to perform the application detailed design, implementation and testing. Staff and NEI discussed the role of the licensee during these application development activities, and NEI agreed that the licensee can be removed from the proposed language change identified in the comment.
- Clarification Comment on Page 11: The staff and industry discussed how a future version of NQA-1 could change from the 2015 version, and how the ISG has referenced specific version of industry and NRC guidance documents in other places. NEI informed the staff that this comment may be ignored.
- Clarification Comment on Page 22: Removing the word software from the sentence would resolve the comment.
- Clarification Comment on Pages 39 and 40: The ISG should not paraphrase existing guidance.
- Clarification Comment on Page 61: The reference to Section D.4.2.5 was removed by mistake in the proposed language change identified in the comment.
Also discussed was the upcoming workshop on inspection of DI&C installations. The workshop was originally set to take place on September 19, 2018. Due to other staff and industry priorities, including the resolution of draft ISG-06, Rev. 2 public comments, the workshop date was moved to November. The staff and industry selected either November 8 or November 15, 2018, and will later pick a final date based on staff and industry availability. A workshop planning meeting will be set for October 2018.
No comments or questions were received on the call by members of the public.
