SUMMARY

OF FEBRUARY 22, 2018, TELECONFERENCE ON DIGITAL INSTRUMENTATION AND CONTROL INTEGRATED ACTION PLAN MODERNIZATION PLAN #4 On February 22, 2018, U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference with representatives from the Nuclear Energy Institute (NEI) to continue discussions of short-term aspects of Modernization Plan #4 (MP #4a) of the Integrated Action Plan to Modernize Digital Instrumentation and Controls (DI&C) Regulatory Infrastructure (Agencywide Documents Access and Management System (ADAMS) Package Accession Number ML17277B643). The purpose of the meeting was to discuss a revision to the current interim staff guidance (ISG) for license amendment requests (LARs) that include DI&C safety equipment (DI&C-ISG-06). The discussions focused on the following:

1. Updates to the project plan (ADAMS Accession No. ML18100A395)
2. The relationship/impact of Inspection Procedure (IP) 35710 (ADAMS Accession No. ML17278A510) on the Alternate Review Process described in draft DI&C-ISG-06, Revision 2 (Adams Accession No. ML18088A013)

NRC and NEI updated the project plan to reflect the progress made to the DI&C-ISG-06 revision project. The staff informed NEI that the DI&C-ISG-06 revision project is on track to send a draft to the Advisory Committee on Reactor Safeguards (ACRS) I&C Subcommittee by April17, 2018, in preparation for the May 17, 2018 ACRS Subcommittee meeting.

NRC staff asked industry for an estimated date for a lead plant pre-application meeting for a DI&C modification using the draft DI&C-ISG-06, Revision 2. NEI informed staff that a lead plant had not been identified yet, but that it is possible that a pre-application meeting may occur before the end of 2018, and certainly before the end of 2019. NRC staff expressed concerns over this and pointed out that the DI&C-ISG-06 revision project was accelerated in order to accommodate a lead plant pre-application meeting during the first half of 2018. NEI took the action to provide a date for a lead plant pre-application meeting.

NRC and NEI discussed if the recently issued IP 35710, Quality Assurance Inspection of CONTACT: Joseph A. Golla, NRR/DLP/PLPB 301-415-1002

D. Morey Software Used in Nuclear Applications, will be used as a vendor inspection procedure under the Alternate Review Process described in DI&C-ISG-06, Revision 2. NRC staff provided some background information on the development of IP 35710, and noted that the procedure was developed to provide guidance on inspections of vendors or third party dedicators for new reactors. Although the IP was not developed for vendor inspections related to DI&C modifications in operating plants, the guidance provided does not conflict with the use of the Alternate Review Process, where vendor inspections may be performed. The NRC staff noted that the IP will not be referenced in the draft DI&C-ISG-06, Revision 2. NEI took the action to review IP 35710 and identify any issues with using it as a vendor inspection procedure under the Alternate Review Process.

NEI suggested scheduling biweekly teleconferences to maintain industry awareness of changes made to the draft ISG. The NRC staff expressed that it would be more effective to schedule monthly teleconferences, and schedule other teleconferences or meetings as necessary.

NEI proposed having a table top exercise after the ACRS Full Committee meeting, on the week of June 11th. For this exercise, portions of an example DI&C modification would be proposed with the goal of identifying the level of information to be included in a LAR, in accordance with selected sections of draft DI&C-ISG-06, Revision 2. NRC and NEI agreed to continue the discussion on the proposed table top exercise during future teleconferences.

Finally, NEI informed the staff that industry is developing a guidance document on how to use DI&C-ISG-06, Revision 2. The purpose of the document is not to change the ISG, but to provide explanatory material to help the LAR preparer using the Alternate Review process (e.g.,

identifying what level of architecture design detail would need to be provided in the LAR).

No member of the public provided a comment.

The following actions were identified during the meeting:

1. NEI to provide a date for a lead plant pre-application meeting (due April 12)
2. NEI to review IP 35710 and identify any issues with using it as a vendor inspection procedure under the Alternate Review Process (due March 29)
