Dear Mr. Stolz:

Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an Application for Amendment to Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.

i The application identifies the changes to the Davis-Besse Nuclear l

Power Station Unit No. 1 Technical Specifications (Appendix A to Oper-l ating License No. NPF-3) reflecting the pressurizer heater interlocks l and associated instrumentation. The description of the pressurizer

) heater interlocks was submitted to the NRC in a letter from me to the attention of Mr. John F. Stol: dated April 7, 1977. In subsequent conversations between our engineering staff and your review staff, we agreed to provide the capability to add and remove control power to l the motor operators on valves DH-Il and DH-12 from the Control Room.

Also, an alarm has been provided to alert the Reactor Operator when there is control power to the motor operates on DH-il, and DH-11 is open. An identical alarm has been provided for DH-12.

We believe that with the addition of the pressurizer heater interlocks and associated instrumentation, we have completed the provisions necessary for a long-term means of protection against reactor coolant system over pressurization thereby meeting the requirements of License condition 2.C. (3) (d).

! 4 II l We also believe that these design modifications will allow removal of power from DH-il and DH-12 during refueling operations and simultaneous operation of both decay heat removal pumps, and that therefore License condition 2.C. (3) (j) can be deleted.
