OF ANNUAL ASSESSMENT MEETING WITH ENTERGY OPERATIONS INC REGARDING WATERFORD-3 2015 PERFORMANCE Dear Mr. Chisum This refers to the Category 3 Open House and Annual Assessment Meeting conducted at the St. Charles Parish Emergency Operations Center in Hahnville, Louisiana on April 21, 2016, between the Nuclear Regulatory Commission and your staff. The purpose of this meeting was to provide members of the community an opportunity to meet with Nuclear Regulatory Commission (NRC) staff members to discuss issues related to the Waterford Steam Electric Station. Approximately 12 people attended the meeting, including Entergy employees, St. John the Baptist and St. Charles Parish Emergency Operations Center staff, Louisiana Department of Environmental Quality staff, and the Governors Office of Homeland Security staff.
-3 2015 PERFORMANCE
During the meeting, NRC staff was available to provide an overview of inspection activities, findings and an overall performance assessment for Waterford-3. The NRC determined that Waterford 3 operated safely in 2015, and all Reactor Oversight Process cornerstone objectives were met. The NRC determined that the performance at Waterford-3 was within the Licensee Response Column of the NRCs Action matrix, because all inspection findings had very low (i.e.,
Green) safety significance, and all performance indicators showed that performance was within the nominal, expected range (i.e., Green).
During the meeting, the NRC staff had informal interactions with the people present. Two NRC staff members were present: Frances Ramirez, Senior Resident Inspector and Chris Speer, Resident Inspector. The NRC staff were asked questions related to emergency preparedness sirens and the Reactor Oversight Process.
Copies of the NRC's 2015 assessment letter (ML16061A394) and feedback forms were made available to attendees.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS) component of the NRCs
