-4352 March 24, 2015 Mr. Thomas Vice President NextEra Energy Duane Arnold, LLC 3277 DAEC Road Palo, IA 52324-9785

SUBJECT: DUANE ARNOLD ENERGY CENTE R - TRIENNIAL FIRE PROTECTION INSPECTION REPORT 05000 331/20 1 5404

Dear Mr. Vehec:

On February 13, 2015, the U.S. Nuclear Regulato ry Commission (NRC) completed a Triennial Fire Protection Inspection at your Duane Arnold Energy Center. The enclosed inspection report documents the inspection results, which were discussed on February 13, 2015, with you and other members of your staff.

The inspection examined activities conducted under your license as they relate to your preparedness to handle large fires

, or explosions

, by verifying you continue to meet the requirements of your B.5.b license condition and Title 10, Code of Federal Regulations (CFR) Part 50.54 (hh)(2). The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

The NRC inspectors documented one finding of very

-low safety significance (Green) in this report. The finding involved a violation of NRC requirements. The finding did have a cross-cutting aspect in the area of Human Performance, Training [H.9] because the licensee failed to ensure knowledge transfer to maintain a knowledgeable and technically competent workforce. However, because of its very-low safety significance, and because the issue was entered into your Corrective Action Program, the NRC is treating the issue as a Non-Cited Violation (NCV) i n accordance with Section 2.3.2 of the NRC Enforcement Policy.

If you contest the subject or severity of the N CV , you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, DC 20555-0001, with copies to the Regional Administrator, Region III; the Director, Office of Enforcement, U.S. Nuclear Regulatory Commission, Washington, DC 20555

-0001; and the NRC Resident Inspector at the Duane Arnold Energy Center

. In addition, if you disagree with the cross

-cutting aspect assigned to any finding in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the Regional Administrator, Region III, and the NRC Resident Inspector at the Duane Arnold Energy Center

. Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding," of the NRC's "Rules of Practice," a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRC's Public Document Room or from the Publicly Available Records (PARS) component of the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading

and its disclosure to unauthorized individuals could present a security vulnerability.

Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the PARS component of NRC's ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response "Security

-Withhold from public disclosure under 10 CFR 2.390" in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.

Sincerely,

/RA/ Robert C. Daley, Chie f Engineering Branch 3 Division of Reactor Safety Docket No.
