MF5002) Dear Mr. Gardner: By letter dated October 3, 2014, as supplemented by letters dated January 9, August 26, September 29, and December 8, 2015, and February 29, April 29, and August 4, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML14283A 119, ML 15022A 165, ML15348A221, ML15274A473, ML 15345A407, ML 16063A033, ML16120A299 and ML16221A273, respectively), Northern States Power Company (NSPM) submitted a license amendment request for Monticello Nuclear Generating Plant. The proposed amendment would revise the Technical Specifications and Renewed Facility Operating Licenses to allow operation in the extended flow window (EFW) domain. Enclosed is the draft safety evaluation (SE) that the U.S. Nuclear Regulatory Commission (NRC) staff has prepared to support the proposed EFW license amendment. The draft SE has also been provided to the Advisory Committee on Reactor Safeguards (ACRS) in preparation for the upcoming meetings which are currently scheduled as follows:
- ACRS Subcommittee Meeting on September 19, 2016, in Rockville, Maryland; and
- ACRS Full Committee Meeting on November 2, 2016, in Rockville, Maryland. The draft SE is being withheld from public disclosure at this time because it contains proprietary information pursuant to Title 1 O of the Code of Federal Regulations Section 2.390. The NRC The enclosure transmitted herewith contains sensitive unclassified information. When separated from the enclosure, this document is decontrolled.
