COOK NUCLEAR PLANT, UNITS 1 AND 2 -ACCEPTANCE OF REQUESTED LICENSING ACTION RE: RELIEF REQUEST REL-PP1 (TAC NOS. MF6548 AND MF6549) Dear Mr. Weber: By letter dated July 31, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 15216A121), Indiana Michigan Power Company (l&M, the licensee) submitted, under Title 10 of the Code of Federal Regulations (10 CFR) Section 50.55a(z)(1 ), a request for approval of a proposed alternative for the Donald C. Cook Nuclear Plant, Units 1 and 2, lnservice Testing Program. The proposed alternative would allow measurement of axial vibration of boric acid pumps from the outboard motor bearing. The U.S. Nuclear Regulatory Commission (NRC) staff requested supplemental information by letter dated September 2, 2015 (ADAMS Accession No. ML 15239B033), to complete the acceptance review of the subject request. The licensee provided the requested supplemental information by letter dated September 11, 2015 (ADAMS Accession No. ML 15258A024). In the supplement, the licensee stated that the alternative is now being requested under 1 O CFR Section 50.55a(z)(2). The purpose of this letter is to provide the results of the NRC staff's acceptance review of this request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. Pursuant to 10 CFR Section 50.55a(z)(2), the applicant shall demonstrate that compliance with the specified requirements of Section 50.55a would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed alternative in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's L.
