Gentlemen:

This refers to the inspection conducted by J. C. Harper of this office on

September 30 - October 4, 1985, of your facility in Alexandria, Louisiana

and to the discussions of our findings with you and members of your staf'

at the conclusicn of the inspection.

The purpose of this inspection was two-fold.

First, to ensure that Class

1 and 2 Dresser /Pandcock model 7150 and 7250 valves and valve spare parts

are being supplied to Fort Calhoun in accordance with established procedures

,

and comitments.

Sec~ond, to ensure that your company's QA program has been

effectively implemented in accordance with Appendix B of 10 CFR Part 50 and

10 CFR Part 21 for valves supplied to nuclear facilities. Areas examined

during the inspection and our findings are discussed in the enclosed reonrt.

Within these areas, the inspection consisted of an examination of procedures

and representative records, interviews with personnel, and observations by

the inspectors.

During the inspection it was found that the implementation of your QA program

failed to meet certain NRC requirements.

In addition, our findings indicate

that Dresser did not perform an adequate evaluation for failures of safety valve

disc collars.

This problem was considered by Oresser as a nonreportable

isolated case, but has occurred twice since 1971, once in August 1981 at the

Davis-Besse Nuclear Power Plant and again in fiay 1984 at the Diablo Canyon Unit

82 Nuclear Power Plant.

The specific findings and referen,:es to the pertinent

reouirements are identified in the enclosures to this letter.

The enclosed Notice of Violation is sent to you pursuant to the provisions of

Section 206 of the Energy Reorganization Act of 1974

You are required to

submit to this office within 30 days from the date of this letter a written

statement containing:

(1) a description of steps that have been or will be

taken to correct these items; (2) a description of steps that have been or

~ ill be taken to prevent recurrence; and (3) the dates your corrective actions

ard preventive neasures were or will be completed.

Consideration may be given

to extending your response time for good cause shown,

procedures of the OUice of Management and Budget as reouired by the Paperwork
