The inspectors selected a sampling of the changes submitted by MOX Services as part of the January 2017 update to the LA and ISAS. The samples were selected in a variety of disciplines and related to the changes with a higher degree of safety significance. The technical disciplines included fluid mechanics, HVAC, process piping, chemical safety, criticality safety, fire safety, emergency power, load handling, electrical power, and software. The inspectors verified that the selected samples did not result in a change to the LA or ISAS. The inspectors also evaluated selected Applicability Determination Forms (ADFs) to determine whether the change process outlined Chapter 16 of the LA functioned as required and whether the evaluations were properly screening changes in order to assure that the applicants commitments related to the regulatory requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 70 have been met.

UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 January 23, 2018 Mr. Dealis W. Gwyn Licensing Manager CB&I AREVA MOX Services P.O. Box 7097 Aiken, SC 29804-7097

SUBJECT:

U.S. NUCLEAR REGULATORY COMMISSION ACCEPTANCE OF THE

SUMMARY

OF CHANGES TO THE APPLICATION FOR THE MIXED OXIDE FUEL FABRICATION FACILITY 2017 UPDATE

Dear Mr. Gwyn:

On January 19, 2017, CB&I AREVA MOX Services (MOX Services) submitted the following documents: (a) an updated license application (LA) for the MOX Fuel Fabrication Facility; (b) an updated Integrated Safety Analysis Summary (ISAS); and (c) a brief summary of changes to the LA and ISAS.

We have reviewed your summary of changes to the LA and ISAS. In addition, the staff performed an inspection of the change process during the third quarter of 2017.

The inspectors reviewed the summary list of changes and selected targeted samples from the summary list of facility changes which MOX Services determined did not require pre-approval in accordance with 10 CFR Paragraph 70.72(d)(2) and Chapter 16 of the LA.

The conclusions of the inspection, as documented in Inspection Report 70-3098/2017-003, dated October 30, 2017, (see Agencywide Documents Access and Management System

[ADAMS] Accession Number ML17303B199) stated that the change process, as outlined in Chapter 16 of the LA, was performed by the applicant in accordance with project procedures.

Based on the review of the selected ADFs, the inspectors had reasonable assurance that the change process, as defined in Chapter 16 of the LA, was adequately screening changes to the LA and ISAS; and for the changes reported, a license amendment was not needed. No findings of significance were identified.

In accordance with 10 CFR Section 2.390 of the U.S. Nuclear Regulatory Commissions (NRCs) Agency Rules of Practice and Procedure, a copy of this letter will be available

D. Gwyn electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.

If you have any questions, please contact me at (301) 415-8740, or via e-mail to David.Tiktinsky@nrc.gov.
