SUBJECT:

REQUEST FOR SUPPORT OF RESIDENT INSPECTOR SITE BANDWIDTH ENHANCEMENT PROJECT The purpose of this letter is to request your support of the U.S. Nuclear Regulatory Commissions (NRCs) Resident Inspector Site Bandwidth Enhancement Project. The Bandwidth Enhancement Project consists of three phases: (1) adding circuits and related hardware; (2) deploying a network optimization tool; and (3) identifying and resolving site-specific workstation and/or network performance concerns. The current phase of the project, which involves adding circuits and related hardware, requires effective coordination among various organizations within the NRC licensees, and Verizon Local Exchange Carriers (LECs). This project is necessary to upgrade the capability of NRC resident inspector offices and telecommunication services.

In Phase 1, the NRC requests that each licensee extend four T1 lines from the point where LEC network cabling is connected to licensee-owned cabling, henceforth noted as the DEMARC location (DEMARC), to the resident inspectors offices. The three steps needed to complete Phase 1 are described below.

Step One: LEC installation of four T1 lines to each sites (DEMARC) location The LECs require access to the licensee DEMARC locations to install the four T1 lines. Verizon has informed the NRC that the LECs are familiar with site access procedures and protocols, having previously serviced the existing single NRC T1 line and other lines at most of these sites.

Should an LEC be unfamiliar with site access procedures, the pertinent licensee Regulatory Assurance department contact information has been provided to enable the LECs to facilitate gaining access to the DEMARC.

During the additional T1 line installation, the LECs must provide accurate labeling of the four T1 lines to the licensee Regulatory Assurance department point of contact, who will then need to identify them for licensee cable extension activities described in Step Two below.

Step Two: Cabling After the four T1 lines are installed by the LEC, the NRC requests that licensees extend these new T1 lines from their DEMARC to the location of NRCs on-site Wide Area Network router, and to provide accurate labeling of the extended circuits. Specifically, the NRC requests that licensees coordinate, install, extend, test and maintain the new cabling for the new T1s using their existing staff or contractors. Consistent with the NRCs obligation to furnish all afsdfaasdfsdf-communication equipment to resident inspector offices, these specified licensee actions are the financial responsibility of the NRC. NRCs Acquisition Management Division (AMD) staff intends to send a request for quote letter containing applicable instructions to licensees the week of April 13, 2015. Your timely response to this request will assist us in awarding a purchase order to complete the requested work described above.

Please do not proceed with the actual implementation until notified by AMD.

The licensee Regulatory Assurance department point of contact is asked to communicate completion of this cabling activity to the NRCs project lead (provided below).

Step Three: Activation/Validation Once the licensee has completed the on-site cabling and made notification to the NRC project lead, the NRC (or its contractor) will ship the new hardware (i.e., routers and uninterruptible power supply units) to the resident inspector office, and schedule site visits to install the new hardware, validate functionality, and activate all circuits. In some cases, the new hardware may have already been shipped and/or received.

Coordinate licensee reimbursement for expenses incurred.

Verizon Local Exchange Carriers (LECs)

Install and label four new T1 circuits, in addition to the existing T1 circuit, at each licensee site. Wherever possible, terminate each circuit at the pre-existing licensee DEMARC location.

Validate circuit functionality and be available for troubleshooting during the U.S. Nuclear Regulatory Commission (NRC) router connection and circuit activation session.

Provide on-call assistance and consultation.

Licensee Collaborate with NRCs Acquisition Management Division in the award of purchase order for the timely implementation of the project.

Coordinate access for Verizon LECS to the T1 DEMARC location.

Extend each of the new four T1 circuits from Verizon DEMARC to the NRC resident inspector office (the same location as the existing NRC router).

Perform testing to ensure error-free functionality for each cable extension, preferably within 14 days of DEMARC installation by the Verizon LEC.

Provide accurate labeling of the extended circuits.

Notify the NRCs Bandwidth Expansion Project Lead following successful cable extension and testing.

Maintain on-call availability during installation, test, and activation.

Submit documented expenses to the NRCs Bandwidth Expansion Project Lead.

NRC Resident Inspectors and Regional Office Information Technology Team Receive and send confirmation to the NRCs Bandwidth Expansion Project Lead upon receipt of shipped routers and uninterruptible power supply units.

Provide guidance, point of contacts, access, and escort to NRC staff (and contractor personnel) while onsite during bandwidth activation.

Maintain liaison between licensees and other responsible parties.
