Northern States Power Company, a Minnesota Corporation, (NSPM), doing business as Xcel Energy, hereby submits this followup report to the interim report (Reference

1) submitted pursuant to 10 CFR 21.21(a)(2) regarding a failed bench test of a Clark Relay Modei4U3-130.

NSPM returned the relay to the vendor to evaluate.

The vendor's as-found inspection identified that the threads of the upper fixed contact mounting screw of the third pole were stripped out. The vendor's Commercial Grade Dedication (CGD) process includes checking for this stripped condition.

Therefore, the vendor concluded the relay was damaged at Prairie Island Nuclear Generating Plant. No nonconformance was identified, and the relay was not modified, or altered, or repaired.

As a result, this condition is not reportable under 10 CFR 21. If there is any question or if additional information is needed, please contact Frank Sienczak, at 651-267-1740.
